E-Comm 9-1-1 is seeking a Procurement Contracts Advisor to provide day-to- day oversight of our contract management and vendor relationships, ensuring our procurement initiatives deliver maximum value, minimize risk, and align with organizational priorities.

This is a pivotal role in shaping and maturing E-Comm’s procurement contract function. Reporting to the Manager, Procurement, you will serve as the organization’s subject matter expert for all aspects of contract development, negotiation, execution, and compliance—while ensuring vendor engagements drive efficiency, protect the organization, and deliver measurable value. You’ll be the organization’s go-to expert for negotiating favorable terms, streamlining processes, and ensuring compliance with public sector procurement standards.

Key Responsibilities:

  • Lead contract development and negotiations—securing competitive terms, mitigating risks, and aligning agreements with E-Comm’s strategic goals

  • Oversee the full contract lifecycle from execution to renewal, while ensuring compliance, tracking key dates, and driving proactive contract management

  • Strengthen vendor partnerships by monitoring performance, addressing risks, and collaborating with internal teams to maximize value and efficiency

  • Act as a trusted advisor to departments, providing clear guidance on contract terms, compliance requirements, and procurement best practices

  • Enhance organizational efficiency by maintaining a centralized contract repository, improving processes, and introducing innovative tools and approaches

  • Report on contract performance and trends to inform leadership decisions and support strategic initiatives

What you will bring:

  • Bachelor’s degree in business administration, procurement, contract management, law, or a related field; or a combination of education, training and relevant experience will be considered

  • Minimum 7 years of contract management, procurement, and vendor relations experience

  • Public sector procurement knowledge is required

  • Procurement designation (SCMP or NIGP-CPP preferred)

  • Advanced knowledge of public sector contract law and risk mitigation

  • Expertise in procurement processes, vendor risk assessment, and compliance.

  • Strong negotiation skills with the ability to balance cost, risk, and quality

  • Proficiency in contract management software and procurement tools

  • Exceptional communication skills to influence and build buy-in across stakeholders

  • Strong organizational skills and attention to detail; able to manage multiple contracts concurrently

  • A continuous improvement mindset, eager to apply new tools and strategies to improve efficiency and outcomes

  • Project management experience with large or complex projects preferred; construction contracting experience is an asset

Security Requirements:

As a condition of employment at E-Comm, the required Police Security Clearance applicable to the position must be acquired and maintained. This is a process carried out by our law enforcement partner agencies, facilitated by E-Comm. The minimum residency in Canada to qualify for this position, as established by our law enforcement partner agencies, is three [3] years.

To qualify for this process, a candidate may either be a Canadian Permanent Resident [PR] or Canadian Citizens. We regret any candidates under Student, Visitor, or Work Visas are not eligible for consideration.

Vaccination Requirements: E-Comm 911 has a vaccination policy that is currently suspended. However, should the policy be reinstated, it will be a requirement for all current and future employees.
