The Primary Health Care Branch in the Ministry of Health is looking for a policy professional who is ready to take on a leadership role. The position offers a blend of policy work, including research and analysis, program development as well as stakeholder relationship management.

About the job

You will:

  • Lead and/or coordinate the development of health policies and related programs to meet ministry goals and strategic objectives and to respond to a range of policy, program and financial/economic impact issues.
  • Draft policy papers and briefing documents for senior executives.
  • Develop partnerships and relationships with key internal and external stakeholders.
  • Provide issues management and advice on handling contentious issues.
  • Participate in special projects, collaborating with other units across the division and ministry.

What you bring to the team

Program and Policy Development

You have:

  • Demonstrated expertise in policy and program development, including legislative and regulatory processes, to lead initiatives and provide strategic advice for provincial community programs.
  • A strong understanding of socio-economic factors, healthcare legislation, and provincial strategic priorities impacting the community healthcare system.

Business Planning, Program Analysis and Evaluation Skills

You are:

  • Skilled in program evaluation and operational review techniques to assess policy effectiveness and recommend improvements.
  • Knowledgeable in business and financial planning to ensure strategic and fiscal oversight of agencies and transfer payment recipients.

Analytical, Research and Project Management Skills

You are:

  • Proficient in research and project management to lead policy initiatives, conduct qualitative/quantitative studies, analyze trends, and evaluate best practices and impacts.
  • Experienced in interpreting legislation and policy frameworks to develop evidence-based recommendations and implementation plans.
  • Skilled in using standard software tools for research and material preparation.
  • Able to assess risks and evaluate the province-wide impact of policy changes.

Consultation, Relationship Management and Communications Skills

You have:

  • Strong oral and written communication skills for preparing reports, Cabinet submissions, and briefing materials, and for representing the ministry in intergovernmental forums.
  • Proven ability to lead consultations and build collaborative relationships with stakeholders across government and external partners on joint healthcare policy initiatives.

The Policy and Implementation Unit (PIU) is a small team committed to strengthening Ontario's primary health care sector through the development, implementation and evaluation of health policies and programs. We provide policy expertise, research and analytical support, and work closely with stakeholders to improve access to primary health care. PIU offers a supportive working environment, where team members can continuously learn, contribute meaningfully, and grow in their roles.
