Hours of work: 75 hours per pay period

Position Objective

Niagara Health is entering a time of great opportunity and transformation. We are looking for exceptional individuals to be part of our extraordinary team and future that includes a focus on leveraging information and technology to transform how we plan and deliver patient care at Niagara Health and across the Niagara region.

As a valued member of the Business Intelligence & Analytics Team, the Business Systems Analyst will play a crucial role in transforming how care is planned and delivered at Niagara Health through the delivery of reports, extracts, and other business intelligence solutions. Reporting to the Manager, Business Intelligence & Analytics, the successful candidate will apply best practices in business analysis, requirements gathering and validation, and project management methodologies as well as technical expertise and interpersonal skills to support digital transformation across the enterprise.

Key Responsibilities

o Leverage business analysis skills and best practice to understand and translate business and clinical needs into reporting and data solutions that bring value, improve patient care, and/or improve project outcomes

o Collaborate with affected internal and external parties to conduct needs analysis, collect and validate business requirements and use-cases; provide input into development of project budgets, resource plans, technical specifications, and workflow analysis in order to successfully frame projects

o Promote and integrate benefits realization principles and frameworks to ensure the delivery of value in all digital transformation initiatives; proactively work with internal/external affected parties to identify and forecast expected benefits while evaluating risks associated with business requests

o Serve as a change agent by identifying change management requirements for projects, assessing environments and informing the development of change management plans (including communications, training, internal/external affected party analysis, resistance management, and sustainability plans)

o Support strategic planning and program reporting requirements for the Enterprise Intelligence portfolio

o Develop presentations, briefing notes, and other forms of communications for executive audiences, as required

o Support the evolution of Niagara Health's enterprise data & analytics program, including priorities as defined in the Data and Analytics Strategy

o Participate in procurement processes, as required, as well as support the negotiation of agreements with 3rd party solution providers by facilitating communication between business internal/external affected parties and IT from initial requirements to final implementation

o Effectively facilitate and communicate business needs and requirements to build strong relationships and synergies among internal and external affected parties.

o Research and engage with industry and affected parties at Niagara Health to ensure broad awareness of market solutions and best practices

o Support and encourage Diversity, Equity and Inclusion in project teams and lead by example

Qualifications

o Community College or University degree specializing in business, science, information technology, or a health-related field; Graduate degree considered an asset

o Minimum of 3-5 years working on transformational, complex change initiatives in a large enterprise environment, including 2-3 years in roles that required application of business analysis

o Preference given to candidates with experience in a healthcare environment and/or with experience working with hospital information system reporting as well as on complex IT and data analytics transformation projects

o Experience working in a Cerner (Oracle Health) environment considered an asset

o Experience and/or familiarity with Cerner (Oracle Health) reporting applications (e.g., Discern Analytics, Discern Explorer/CCL, PowerInSight/DA2 considered an asset

o Demonstrated experience working on IT projects (e.g., infrastructure, cyber security, enterprise system upgrades, integration of systems, business intelligence, analytics platforms) as a business analyst or equivalent role

o Demonstrated proficiency with Microsoft Suite including, but not limited to, Visio, PowerPoint, Excel, and SharePoint

o Effective written and oral communication skills with ability to tailor communication styles to different audiences (e.g., technical, non-technical, clinical, executive)

o Demonstrated ability to handle a large, diversified workload with competing priorities as well as aggressive deadlines

o Ability to build strong interpersonal relationships and work with a wide range of internal/external affected parties

o Exceptional time management, analytical, conceptual and problem-solving skills

o Results-oriented with sound logical thinking and ability to influence change

o Ability to exercise independent judgment and take action

o Highly self-motivated and self-directed with keen attention to detail
