You in this role

Reporting to FCM’s LC3 Project Director, the Program Officer will manage effective processes and systems that respond to local centre needs and support the reporting and knowledge transfer objectives of the LC3 National Office. The Program Officer needs to be an organized, nimble, service-oriented facilitator to help shape and advance this unique program. The position requires a highly organized individual to efficiently track and deliver on project components; attention to detail to ensure compliance with federal requirements; a curious, practical and learning-oriented disposition to synthesize local experiences into useful, applied knowledge products; and a practiced team-player, able to hear and value diverse perspectives and thrive in a highly collaborative and flexible work situation.

What you’ll be doing

PROJECT AND STAKEHOLDER MANAGEMENT:

  • Manage the delivery of existing and future LC3 projects, including Request for Proposals (RFP) and project evaluation, contracting and contractor relations, internal coordination with Advisory Groups, managing key deliverables and milestones, and development of project materials and related communications (supported by the LC3 National Communications team).

  • Facilitate LC3 Network meetings, including agenda prioritization, drafting of materials, coordination with internal and external stakeholders, minute-taking and management of related action items.

  • Manage relations and expectations with LC3 Centres and other stakeholders, ensuring priorities and goals are clearly identified, there is stakeholder buy-in and the needed information is accessible, understood and communicated efficiently.

  • Support the LC3 Project Director and the LC3 Centres on Network-wide priorities and/or related processes, including National Office Work Plan prioritization, implementation of LC3 Network Strategy activities, drafting of supporting tools and materials, and other as required.

  • Support National Office staff with other related tasks and logistics, as required

KNOWLEDGE MOBILIZATION:

  • Support LC3’s knowledge mobilization activities including working with external providers to develop a strategy and its implementation in a way that it leverages local Centre successes and maximizes reach to our municipal and community partners.

  • Analyzing, synthesizing and curating the data, case studies and insights that emerge from the LC3 local initiatives to harvest knowledge, build new narratives, and generate a compendium of replicable lessons and practices that enhance learnings across the Network and other Canadian communities.

  • Support peer learning among LC3 staff and allies, identifying and drawing out local expertise to strengthen the capacity of the LC3 Network as a whole.

  • Support the planning and delivery of convening sessions with the LC3 Centres and other key stakeholders for knowledge mobilization and partnership-building.

REPORTING AND ACCOUNTABILITY:

  • Generate content and support the delivery of reporting requirements (Annual Statement of Plans and Objectives (ASPO), Annual Report) and other LC3 knowledge products and reports, in partnership with the National Office and LC3 Centres staff.
  • Supporting the ongoing monitoring of LC3’s Results-based Management Framework. This includes improvement of the methodologies, tools and templates to ensure that data collection is intentional, streamlined and high quality.
  • Supporting the LC3 Project Director in monitoring compliance of the LC3 Centres with their Funding Agreements.

You bring:

EDUCATION:

  • Requires a university degree in a relevant area such as engineering, urban planning, geography, environmental science/studies, public policy or equivalent.

  • Minimum of 3-5 years’ experience in a relevant role (e.g. program design, project management, and evaluation, knowledge synthesis and mobilization, multi-sectoral collaboration).

PROJECT AND STAKEHOLDER MANAGEMENT:

  • Excellent project management skills with strong ability to multi-task.

  • Excellent communication and presentation skills. Includes the ability to manage stakeholder relations, coordinate and work with multi-disciplinary teams, lead meetings and make formal presentations to high-level audiences.

  • Excellent interpersonal and influencing skills with the ability to establish support and credibility at all levels within and outside the organization.

  • Ability to spearhead and work independently on projects using excellent judgement.

KNOWLEDGE MOBILIZATION:

  • Experience in group facilitation and consensus building.

  • Strong knowledge and experience of municipal sustainability issues and challenges, as well as urban climate mitigation policy, trends, best practices and innovative solutions in Canada and internationally.

  • Experience in knowledge management/mobilization, impact measurement, equity and Indigenous Reconciliation, and developing best practice frameworks are considered assets.

  • Experience working with granting programs is an asset

  • Technical expertise in areas such as urban planning, clean technologies, GHG quantification, building retrofits, or mobility planning (e.g. transit-oriented development, complete streets) is an asset

REPORTING AND ACCOUNTABILITY:

  • Strong research and analytical skills

  • Excellent written communication skills, including experience writing reports and briefs for diverse audiences, with strong attention to detail

  • Experience engaging and collaborating with diverse stakeholders related to governance processes, and project/program design and implementation.

  • Capacity to work in a changing environment and willingness to take on new or evolving responsibilities.

  • Strong political acumen and diplomacy.

Language Requirements:

The ability to work in both official languages is considered a strong asset.
