About the role

The Quality Assurance Officer is responsible for the management of the accreditation and quality programs in the laboratory. Under the general direction of the Analytical Services Branch Head of Environmental Standards, the Quality Assurance Officer ensures that the laboratory Quality System is established, implemented and maintained in accordance with ISO 17025:2017, General Requirements for the Competence of Testing and Calibration Laboratories. The Quality Assurance Officer manages the laboratory accreditation and proficiency testing programs by keeping current with the requirements and providing guidance, direction and assistance to laboratory staff on the laboratory’s quality assurance principles and procedures. The incumbent monitors, measures and documents the performance of the Quality System and submits reports of findings and internal audits to the Division Management team for review. The incumbent investigates non-conformances, develops corrective actions and measures and reports on the effectiveness of the corrective actions.

As the ***Quality Assurance Officer,***you will:

  • Manages the accreditation and quality programs in the laboratory.

  • Handles the maintenance and distribution of the Laboratory Management Information System (LIMS), Quality Manual, Standard Operating Procedures and supporting documentation.

  • Manages the Proficiency Testing Program(s).

  • Manages/performs internal audits in accordance to ISO 17025:2017.

  • Other related duties.

Your education and qualifications include:

  • Successful completion of a recognized Post Secondary Diploma in Chemical/Biochemical Technology or Biosciences. Bachelor of Science with a major in Chemistry or Biochemistry desirable.

  • Minimum 2 years of laboratory experience.

  • Demonstrated knowledge of chemistry principles; laboratory analytical procedures and field monitoring and sampling techniques.

  • Technical knowledge of complex/advanced instrumentation

  • Working knowledge of quality assurance principles and procedures and good laboratory practices.

  • Knowledge of ISO 17025:2017 and CALA accreditation requirements, policies and procedures.

  • Working knowledge of applicable Federal/Provincial regulations and reporting requirements.

  • Ability to establish good working relationship with staff, employees of other City Departments and general public.

  • Demonstrated ability to communicate effectively both orally and in writing.

  • Demonstrated ability to organize, document and manage electronic and paper records

  • Ability in the management and interpretation of analytical and quality control data provided by staff.

  • Ability to use office computer systems (Word and PDF) and advanced knowledge of statistical analysis and charting software/programs (e.g Excel).

  • Ability to work under stressful conditions

  • Must have a thorough knowledge of the occupational hazards and the safety precautions and regulations that are applicable to the position’s area of work.

Conditions of employment:

  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.

  • A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.

  • Must possess and maintain a valid Class 5 Manitoba Driver’s License. The successful applicant will be required to provide a driver’s notice in force document upon request.
