The Laboratory Manager is responsible for the overall management and operation of the PEI Analytical Laboratories (PEIAL). The PEIAL performs analysis of soil; feeds; seeds; plant tissue; drinking, surface and wastewater; raw milk and finished dairy products for chemical and microbiological parameters; and plants for disease diagnostics.

Duties will include but are not limited to:

  • Provide daily supervision; establishing goals and setting priorities;
  • Develop position questionnaires, recruit, interview, select and train new staff;
  • Conduct annual performance management reviews including professional development plans;
  • Investigate and resolve performance concerns;
  • Provide interpretations of the Collective Agreement;
  • Ongoing operation of the “fee for service” aspects of the laboratory programming;
  • Setting fee structures, production fee schedules, overseeing the invoicing and statement processing and ensuring the integrity of the accounts receivable system;
  • Responsible for cost accounting of individual procedures within the laboratory;
  • Develop annual and quarterly budget forecasts
  • Implementation and maintenance of the accreditation program for the laboratories as required to meet the criteria set out in the ISO/IEC 17025;
  • Responsible to ensure there is continued development and maintenance of the laboratory’s information management systems (LIMS);
  • Responsible to ensure there is regular maintenance and quality control of the laboratory’s website;
  • Ensuring that proper operation and maintenance is conducted for all laboratory equipment;
  • Evaluating trends, developments and research related to all fields;
  • Identification and managing of organizational and technological change to improve lab services;
  • Coordinating research in partnership with the public and private sector to enhance the services provided by the laboratory;
  • Receiving and responding to client feedback regarding sample analysis, sample results, requests for new analysis types, etc.;
  • Providing liaison between the laboratory and its’ client base, dealing with health and safety issues and other responsibilities assigned by the Director;
  • Liaise with other governments to determine testing needed to meet regulatory and public health objectives for samples submitted;
  • Other assigned duties as required.

Minimum Qualifications:

  • Must have a Masters of Science degree in a laboratory related program with experience working in an accredited field;
    OR
  • Must have a Bachelor of Science in a laboratory related program with extensive experience working in an accredited laboratory.
  • Demonstrated equivalencies will be considered.
  • Excellent oral and written communication skills.
  • Experience working with a Laboratory Information Management System (LIMS).
  • Eligibility for membership in a professional organization related to the position (ie. AOAC, CALA).
  • Excellent management and interpersonal skills.
  • Excellent leadership and conflict resolution skills.
  • Experience with human resource and financial management skills.
  • Experience working with word processing and spreadsheet programs.

Other Qualifications:

  • Work experience in a laboratory related program, preferably involving soil, dairy, plant tissue and/or water.
  • Demonstrated ability to manage and direct staff.
  • Experience working with budgets.
  • Good understanding of current Information Technology.
