Job Summary
This position ensures the optimal performance of the City’s infrastructure using asset management principles with a focus on utilizing geographic information systems and the management of asset data.
Duties & Responsibilities
- Supports engineering staff across various divisions, as well as external consultants, to maximize the performance of the City’s infrastructure.
- Assist with the development, evaluation and recommended standards and procedures for the design, implementation and on-going maintenance of Technical Services GIS data.
- Assists in forecasting long-term funding needs for civil infrastructure.
- Defines the goals and objectives for performance and expenditures of civil infrastructure.
- Researches and develops performance and financial models for infrastructure management.
- Develops maps and recommendations for preventative maintenance, rehabilitation, and replacement of infrastructure.
- Assists with asset condition assessment and helps develop processes to capture relevant data, utilizing GIS software solution.
- Identifies and facilitates improvements in procedures and methods for maintenance, rehabilitation and replacement of various infrastructure.
- Assists with the design, development and implementation of web-based GIS applications and assists staff to use GIS software and applications for the City’s infrastructure.
- Researches current standards and new developments in the municipal engineering infrastructure industry and the GIS software and applications related to City infrastructure.
- Performs other related duties as assigned.
Qualifications
Education, Experience and Training Requirements:
- Graduation from a recognized, two-year, post-secondary civil, mechanical, geomatics engineering, drafting or GIS technology program including completion of recognized AutoCAD or ArcGIS course.
- Four to six years’ progressively responsible professional experience in statistics, research and economic and performance modelling. Experience in a municipal environment would be considered an asset.
- Certification or eligibility for certification, as an Applied Science Technologist with Saskatchewan Applied Science Technologist and Technicians.
- Successful completion of courses in ASP, Visual Basic and SQL software would be an asset.
Knowledge, Abilities and Skills:
- Ability to use ArcGIS software, including the ability to create customized applications.
- Thorough knowledge of techniques, principles, and practices applied to the operation, maintenance and rehabilitation of infrastructures.
- Knowledge of database design and ability to design and develop software solutions for analytical frameworks.
- Knowledge of the principles and methods of statistical analysis, operations research, and economic decision analysis.
- Ability to lead in a multi-disciplinary environment and apply proven change management skills in supporting staff through change.
- Ability to prepare and present complex technical reports.
- Ability to establish and maintain effective working relationships with City officials, staff, representatives of other agencies, and the public.
Weekly Hours: 36.67
Salary Range: $66,250.32 to $77,581.92 CAD per annum (2023 rates)
