THE OPPORTUNITY
Reporting to the Director of Human Resources, the Manager of Labour and Employee Relations Advisory Services serves as the City of Spruce Grove’s subject matter expert in Labour Relations. In this key leadership role, you will guide and mentor a team of HR Business Partners, ensuring alignment with organizational goals and providing strategic support to departments across the City. You will also play a vital role in shaping and influencing HR strategy by contributing to high-level discussions and decisions related to human resources priorities, systems, and processes.
This is a full-time, permanent position. The salary range is: $114,714.60 - $136,354.40.
RESPONSIBILITIES
HR and Labour Relations Management:
-
Manage specific HR programs including Employee and Labour Relations.
-
Support the City Chief Negotiator with collective bargaining.
-
Interpret and administer collective agreements and bring recommendations forward.
-
Manage all employee grievance process and activities.
-
Develop and communicate collective agreement strategies and processes to achieve the desired outcome.
-
Research and document emerging collective bargaining issues in order to develop a city position and action plan.
-
Chair Labour Management Committee meetings.
-
Review and make recommendations for improvement to the organization policies, procedures and practices on HR matters.
-
Facilitate multi-disciplinary work groups, convene and arrange meetings, coordinate communication, motivate, and facilitate discussion and consensus with respect to Human Resources function.
-
Work directly with Directors and Managers to assist them in carrying out their responsibilities on HR matters.
-
Maintain knowledge on industry trends on employment legislation and ensure organization's compliance.
-
Coach and advise HR Business Partners on the progressive discipline system at the City, including how to coach Managers and Supervisor on the monitoring of non-performing employees.

Establish superior service level standards in the recruitment and hiring practices and procedures at the City for better hiring decisions.
-
Determine and recommend Employee Relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.

Lead and provide guidance with the investigation process when employee complaints or concerns are brought forth.

Strategic Management and trend tracking
-
Provide strategic guidance on Labour Relations matters, ensuring positive working relationships with Union groups (IAFF & IUOE).
-
Provide input to the Director of Human Resources on ongoing and emergent issues and opportunities.
-
Identify major departmental issues, opportunities, policies or programs that require review and / or enhancement and recommend appropriate studies or reviews to the Director of Human Resources.

Maintain work unit data analytics to support fact-based decision making in the organization.
-
Review and support Human Resources business partners in actively managing Workers Compensation Board and other Disability Management claims and files working actively with the appropriate third party.
Supervisory Management
-
Manage the daily operations of the HR Business Partners, setting goals and expectations for the team, making decisions regarding staffing matters, stressing the importance of teamwork, ensuring the overall efficiency of the services provided by the team.

Work in collaboration with Business unit Managers to ensure the efficient and effective ongoing operation of the enterprise-wide programs and services provided by the section as well as continual enhancements to the systems, programs and their processes.

Receive and investigate complaints or concerns relative to the delivery of section services and ensure appropriate information is provided or appropriate action taken.

Respond to customer concerns and complaints using tact and understanding.
Municipal and Community Partner Relations
-
Communicate changes in the organization's HR policies and procedures and ensure that proper compliance is followed.
-
Protect the interests of employees and the company in accordance with company Human Resources policies and governmental laws and regulations. Minimizes risk.
-
Provide support to internal staff on various HR Related matters such as conflict resolution, policy interpretation etc.
-
Prepare and deliver presentations, position statements and information sessions for staff, key partners to facilitate discussion of policies and initiatives, solicit feedback on proposed options and initiatives.
Other Duties
- Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
- Provide leadership for Health and Safety by making every reasonable effort to ensure the health and safety of staff within the section. Understand the safety incident reporting requirements.
- Act as a steward of the City's Corporate Culture through empowerment and support to staff.
- All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
- Employee are expected to stay current on WHMIS and other safety-related procedures.
- Perform other job-related duties.
QUALIFICATIONS
REQUIRED QUALIFICATIONS:
-
Post-secondary Degree in Human Resource Management; Labour Relations; Business Administration, or equivalent.
-
Six (6) years of related experience with at least two (2) years or more in Leadership roles or equivalent combination of education and experience.
-
Chartered Professional Human Resources (CPHR) designation.
-
Knowledge and experience in labour relations, employment law, compensation, organizational planning, recruitment, organization development, employee relations, safety, employee engagement, and employee development.
-
Ability to support staff commitment and competence through leadership in developing staff and providing positive and constructive feedback.
-
Demonstrated ability to serve as a knowledgeable resource to Department Managers.
-
Ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation.
-
Advanced communication skills and excellent presentation skills.
-
Excellent collaborative negotiation and problems solving skills and ability to work through complex, multi-layered issues in a union and non-union environment.

Emotional Intelligence: exhibit the ability to manage through your own and other's emotions in dealing with a variety of situations.

- Overtime may be required, as a manager you are entitled to five (5) management days in lieu of overtime pay.
