Job Description:
Reporting to the Senior Vice President Academic and working with senior academic administrators, the Executive Director, Academic Operations and Planning is the key resource person for the development, implementation, and maintenance of policies and procedures for the allocation of resources within the Academic Area (including all of the Faculties/Schools/Institutes, as well as the units responsible for Academic Development, Applied Research and Innovation, Corporate Training and Business Development, Workforce and Personal Development, International Education Centre, Community Partnerships and Engagement, and Learning and Teaching Services) in order to support the delivery of quality programs and financial sustainability.
The Executive Director, Academic Operations and Planning provides leadership for the development of the academic area budget, provides analysis of the quarterly results, and recommends corrective actions where indicated. The incumbent oversees the development, production and review of data used in the performance measure indicators of non-academic departments, Faculties, Schools, and analyses the results, including the use of business analytics utilizing Business Intelligence and Microsoft tools. As well, the incumbent acts as a catalyst for the development, implementation and monitoring of the Academic Strategic Plan in support of the College Strategic Plan. The incumbent is involved in longer-term planning of enrolment, space, and the associated finances.
As the Academic Services Comptroller, the incumbent is responsible to provide functional financial and contract administration support and guidance to all Business Administrators and Budget officers within the academic area.
Duties and Responsibilities:
Leadership and Direction
- Provides background information and analysis in support of the on-going review of the Academic Strategic Plan.
- Facilitates the implementation of the Academic Strategic Plan.
- Ensures tracking and reporting on progress in implementation of the Academic Strategic Plan.
- Establishes process for Business Plan monitoring and reporting, which may additionally include providing data and analysis and summary reporting.
- Ensures tracking and reporting on progress in implementation of the academic area’s business plan initiative.
Preparation, Submission and Monitoring of Academic Area Budget
- Recommends and communicates academic area targets and goals.
- Establishes contribution targets for the Faculties, Schools and other units of the Academic Area.
- Provides direction in the development of the Academic Area budget, oversees the budget preparation and its submission, and monitors progress toward the financial targets on a quarterly basis.
- Oversees the allocation of resources to the Academic Area including staffing vacancy management.
- Performs the Comptroller function by providing functional financial leadership, guidance and support to Business Administrators in the academic area on budget preparations, analysis and reporting
Enrolment Planning
- Develops and implements a process for the production and monitoring of annual enrolment projections in collaboration with the Faculties, Schools, the International Education Centre and the Registrar’s Office.
- Analyses and communicates the impact of enrolment trends on the College’s Notional Annual Allocation and other funding envelopes.
- Coordinates in the development of the College's 5 year enrolment plan.
Resource Allocation
- Fosters the efficient and effective administration of the Academic Area resources with the establishment of administrative policies and procedures.
- Develops a multi-year plan for the provision of IT and non-IT instructional equipment (i.e. Strategic Investment Priorities, Capital Equipment, deferred equipment replacement) and collaborates with non-academic departments ensuring timely and integrated college planning.
- Oversee preparation of cash flows for new program proposals.
- Provides people complement oversight.
Academic Performance Indicators and Quality Assurance
- Collaborates with Academic Development in overseeing the annual program costing program performance review of academic and financial program indicators and outcomes and of the development and monitoring of remediation plans.
- Ensures administration of KPI Survey, and other surveys as needed, is completed in accordance with mandated Ministry timelines.
- Recommends to the SVPA, VP Finance, and the Presidents, appropriate metrics and standards for the renewal of the College’s Strategic Mandate Agreement.
- Monitors academic related KPIs in relation to College performance funding as per Strategic Management Agreement
- Leads the Portfolio Performance Review Process
- Oversees the provision of labour market data to support the identification of new programs, during the Program Quality Review process, and for other academic decision-making processes including enrolment planning, which may be both specific ad-hoc requests and broad market opportunities
Manages contracts and the HR/Financial Resources
- Ensures the effective use of fiscal, human, digital and physical resources through the coordination and consolidation of budget requests and the distribution of available funds.
- Provides functional guidance for the negotiation of contracts and partnerships, terms of agreements, and protection of faculty, staff, student and College intellectual property rights.
- Provides standardized framework and support for the financial and operational administration of contracts, partnerships and agreements,
- Reviews the financial analysis of contract activities and makes recommendations to the SVPA for approval.
- Accountable for all financial management, including budget administration and the management of financial reporting to various internal and external stakeholders, including funding agencies.
- Provides advice, guidance and recommendations to Business Administrators related to sustainable financial operations of each department.
Other Duties
- Prepare reporting to the Board of Governors related to Program Portfolio Performance Review and Enrolment Planning
Required Qualifications:
- Master’s degree in business administration;
- Professional Accounting designation (CPA);
- Minimum thirteen (13) years experience in a financial environment within a post-secondary education institute;
- Business analytics skills (Business Intelligence/Microsoft);
- Knowledge and understanding of Responsibility Centre Management (RCM);
- Understanding of academic program costing and provincial government funding;
- Understanding of Key Performance Indicators for Ontario Colleges;
- Strong capability in financial analysis and ability to clearly communicate financial concepts and models, including their impact on academic operations;
- Knowledge of the financial and information systems, including the strong IT skills needed to work with sophisticated information systems and the knowledge of how these can be utilized for maximum benefit within the college environment;
- Excellent communication skills, including the ability to write reports and make effective presentations on a regular basis.
