Lead Payroll Specialist
Regular Full Time (35 hours/week)
Coquitlam School District invites applications from individuals for the position of Payroll Specialist. As the third largest school district in the province, we are located within a 40-minute drive from downtown Vancouver. The school district has a population of 34,500 students with approximately 4400 teaching, administrative, managerial and support staff.
The Lead Payroll Specialist reports to the Payroll Manager and coordinates the daily operation of several payrolls within a computerized payroll system.
RESPONSIBILITIES:
- Supervises, trains, assigns, coordinates, and monitors the work of payroll specialists; monitors and follows up on absenteeism, implements policies as directed.
- Provides information on assigned staff to their supervisor for probation, trial reports, performance reviews and grievances/arbitration matters as required.
- Maintains a rapport with all departments to ensure the efficient and effective processing of each payroll.
- Prepares and enters manual adjustments, prepares journal entries, and reconciles payroll accounts to general ledger; Enters paid benefit invoice information into payroll system.
- Maintains records for WorkSafe (including general ledger reconciliation), ICBC, and income tax balancing for audit purposes.
- Reviews payroll input/output to ensure accuracy and compliance to deadlines.
- Verifies balancing and processing controls, manual calculations and reconciliations for all payrolls, Interfaces payrolls into accounting system.
- Assists in the maintenance of the payroll database system.
- Oversees a base control of all salaries, allowances, storage banks and deductions on a pay-to-pay basis.
- Maintains attendance records for each pay period.
- Prepares payroll reports as requested and assists in payroll scheduling.
- Maintains and balances seniority lists and various accruals, vacation pay, etc., Balances payroll information to personnel records and outside agency reports.
- Assists in new staff orientations/presentations and discusses payroll procedures, forms completion and benefits eligibility with staff.
- Ensures group life premium waivers are processed on a timely basis and processes group insurance payouts upon death of eligible employee.
- Downloads payroll from the bank payroll system.
- Supervises the transport of payroll records to storage.
- Assist in the development and implementation of departmental policies and procedures, and implementation of payroll-related statutes and legislations.
REQUIRED KNOWLEDGE AND SKILLS:
- Grade 12 including courses in business education including accounting, proficient in MS Office with intermediate skills in Excel.
- Payroll Leadership Professional (PLP) designation through the National Payroll Institute.
- A minimum of two (2) years of computerized payroll experience in a full-time dedicated payroll position for a large complex organization, preferably at the Payroll Specialist level.
- Knowledge of federal and provincial payroll related statutes/legislation/requirements.
This is a unionized position which offers $37.98 per hour (35 hours a week), and includes an attractive benefit package with extended health, dental, MSP and a pension plan (MPP).
