Overview This Department is responsible for developing policy through changes to codes and rules that support the OEB’s strategic goals, assessing regulated companies’ compliance with regulatory requirements with a focus on residential and small business consumer protection, including addressing complaints, liaising with regulated industry to identify areas of concern, and developing appropriate policy responses. The department also administers the Ontario Electricity Support Program (OESP) and the Low-income Energy Assistance Program – Emergency Financial Assistance (LEAP EFA).
Reporting to the Manager, the Advisor will ensure regulated entities are compliant with established legal and regulatory requirements, assist in the research and analysis to develop policy recommendations related to the natural gas and electricity sectors and act as a subject matter expert for internal and external stakeholders.
Responsibilities
- Review and assess potential non-compliance by regulated entities identified through customer complaints, industry enquiries, applications, or other means and provide recommendations on the next steps for identified non-compliance.
- Support inspections as a subject matter expert.
- Engage with regulated entities to communicate updates to regulatory requirements and promote a culture of compliance.
- Analyze statistical data and emerging trends to support policy developments/changes.
- Conduct research and analysis to support proposed policies and prepare presentations, reports, analysis, and other documentation for internal and/or external review.
- Organize and participate in working groups and stakeholder engagement sessions.
- Maintain a thorough understanding of OEB Decisions and Orders, Rules, Codes, Guidelines, and relevant legislative and regulatory provisions to effectively communicate and explain their implications to staff, senior management, regulated entities, and other stakeholders.
- Maintain professional knowledge and remain current in industry trends and issues.
- Support the administration of OESP and LEAP.
Qualifications
- University degree in Business Administration, Public Policy/Administration, Political Science, or related discipline.
- 4 years’ experience in policy research, policy development, analysis, or related energy work.
- Proficient knowledge in Microsoft Office (Word, Excel, PowerPoint), Teams
