JOB PURPOSE
This position delivers the United Way mission by focusing on administering the Reaching Home program to address homelessness in Cowichan.
The Reaching Home Specialist is a dedicated and knowledgeable community developer working to improve social conditions for citizens, cultivating productive relationships with stakeholders (government, community, and non-profit) to tackle and solve local issues. The Reaching Home Specialist works within the Community Impact and Investment (CII) team to implement Reaching Home Designated and Indigenous funding deliverables including supporting the Community Advisory Boards (CAB) for both communities, the Request for Proposals (RFP), contract negotiations, site visits with funded agencies as well as all reporting required.
As with all CII staff, the Reaching Home Specialist will work with other United Way staff to support CII granting processes in identifying and attracting additional funding to direct toward solutions.
- This position is based in the Cowichan region. Applicants should consider the location when applying or be prepared to relocate at their own expense. This is a regular full-time role with a scheduled end date of March 31, 2028; however, it may be subject to extension or early conclusion.
DUTIES & RESPONSIBILITIES
Key Responsibilities: Nanaimo/Cowichan Community Advisory Board (CAB) and Committee and Meetings
- In conjunction with the Community Impact Manager and the Regional Director, support the CAB co-chairs to recruit CAB members as well as plan for, organize and facilitate all full CAB and committee meetings including distribution of all relevant documents to CAB before meetings
- Support sub-committees of Cowichan CAB in governance, allocations, membership, agendas, meeting preparation, facilitation, and minutes
- Ensure Governance Committee and Funding Committee processes and documents are up to date and followed
- Ensure minutes are taken at CAB and committee meetings and are distributed to CAB members
- Prior to CAB and committee meetings, ensure key community members (funders, service providers) are represented and attend CAB meetings
Key Responsibilities: Request for Proposals (RFP)/Contract Negotiation
- Support the RFP process and support the Funding Committee/CAB in their decision-making. Oversee functions for Reaching Home funds
- Respond to inquiries about the Reaching Home RFPs/other Reaching Home funding
- Support the Community Impact Manager to provide preliminary evaluation of RFP’s to the Funding Committee for consideration
- With assistance from the Impact Officer draft RH contracts (schedule A) for sub-projects
Key Responsibilities: Outcomes Reporting/Sub-Project Monitoring
- Conducts on-site/virtual monitoring of sub-project activities
- Work with Nanaimo Reaching Home Specialist to assist in Reaching Home reporting/documentation, tracking, monitoring, measuring, and reviewing of sub-project documentation and coordination to ensure compliance
Key Responsibilities: Relationship Management with Service Canada
- Assists United Way BC – Central and Northern Vancouver Island (CNVI) with meeting all of its Community Entity obligations including timely communication with Service Canada
- Ensures a strong relationship by meeting and communicating regularly with the Reaching Home Service Canada representative
- Supports Reaching Home team to monitor and report on Reaching Home Community Plans
Key Responsibilities: Community Engagement/Capacity Building
- As a member of the team, reinforces existing and builds new relationships with government, labour, and community leaders, institutions, and other key stakeholders
- Recommends and facilitates additional resources (community volunteers, funders) which add value to Reaching Home projects to maximize community impact and optimize stakeholder involvement consistent with Community Plans
Key Responsibilities: Integrate Impact Work with Communication/Resource Development Plans/Teams
- Participates in communications and resource development efforts to recognize donors, volunteers and promote/educate about impact work, including identifying Reaching Home stories and the changing social conditions on the ground
- Provides updates on Reaching Home contacts/stakeholders to improve e-lists
- Take photos during Impact work to share with communications team
Key Responsibilities: Point in Time (PiT) Count
- Support the Cowichan CAB decision making process regarding a 2022/23 PiT count
- Should the CABs determine a PiT Count is needed, lead the process to determine an agency to coordinate and facilitate a PiT Count for 2023 year
- Lead contracted agency in delivering a successful PiT Count 2023
General
- May participate in community engagement or fundraising activities
- Performs other duties related to the qualifications and requirements of the job
- Support CAB and RH team participation if the Point-in-Time counts are contracted/organized in Cowichan
QUALIFICATIONS & REQUIREMENTS
This position requires someone with strong community development experience, public speaking ability, stakeholder engagement and contract management skills. In addition, this position requires grant management/evaluation skills, and a keen desire to explore innovative community-based solutions.
Education:
- Minimum two (2) year diploma in Social Sciences or similar discipline
- University degree in Social Sciences or a related discipline preferred or an equivalent combination of education, training, and experience
Experience**:**
- Minimum three (3) years relevant experience including research, analysis, report and proposal writing, and experience working with populations relevant to the area
- Direct organizational development, program management, and social planning experience
- Experience with the social/not-for-profit, desirable
Skills**:**
- Professional demeanor, attire and presentation required
- Resourceful, self-motivated, strong work ethic, team player and positive attitude
- Ability to facilitate community conversations on social issues and convene stakeholders
- Ability to deliver on government social service contracts
- Strong interest in the social service sector/desire to strengthen UW movement and Vancouver Island communities
- Excellent interpersonal, communication (oral and written) skills and strong presentation skills
- Able to inspire and support volunteers
- Excellent time management and able to manage multiple priorities
- Able to initiate, analyze, monitor, evaluate and advance strategic impact plans
- Excellent skills in MS Office including Word, Excel, Outlook
- Understanding of marketing campaigns and able to participate in social media including Facebook, Twitter, and LinkedIn
- High ethical standards in maintaining confidentiality of donor records and compliance with United Way Central & Northern Vancouver Island’s (UWCNVI) donor bill of rights
WORKING CONDITIONS
- Some hours outside of business hours to attend meetings and events
- Require a driver’s license and access to a vehicle
- Must be able to lift 20 lbs.
- Criminal Records check required
