THE OPPORTUNITY
The Operator in Utilities is responsible for the operation of facilities, pumping facilities, vehicles and equipment in accomplishing all operations and maintenance tasks assigned in the delivery of programs and services in the Utilities division of the City. The incumbent will perform all tasks directly related to, or in support of core operations and maintenance programs including the water distribution system, water reservoirs and pump stations, bulk water station, water meters and the sanitary sewer collection system. This position reports to the Manager of Utilities and receives day to day direction from the Foreman of Utilities.
This is a full-time, permanent position and is part of the International Union of Operating Engineers (IUOE).
Please note: The listed 2024 rates are currently in effect. Updated 2025 rates will apply upon ratification of the new Collective Agreement.
Probationary Rate: $32.58 per hour
Base Rate: $33.54 per hour
Developmental Rate: $34.30 per hour
Qualified Rate: $35.25 per hour
RESPONSIBILITIES
- Wastewater Collection Maintenance and Service
-
Ensure operations are carried out in accordance with all regulatory and guidance documents.
-
Sewer main flushing operation (hydrovac/flusher unit) and/or swamper duties.
-
Assisting in manhole inspections and repairs.
-
Assisting with underground sewer service and main line repairs - excavation and repair by hydrovac and/or excavator backhoe.
-
Assist in CCC and FAC inspections.
-
Wastewater lagoon operation and maintenance.
-
Respond to system emergency calls (service line backups, main line backups etc.) with appropriate response equipment operation as required.
-
Maintain wastewater operation records and reports.
-
Lead, direct and coordinate a work crew when assigned.
-
Assist with all assignments related to wastewater collection operations.
- Maintenance of vehicles, equipment and hand tools
-
Inspect and minor maintenance of tools equipment and/or vehicles.
- Customer/Client Relations
-
Respond to public inquiries in a courteous manner; provide information within area of assignment and resolve complaints in an efficient and timely manner.
-
Develop and maintain ongoing working relationship with vendors, contractors, and various City departments.
-
Determine appropriate responses and required assistance to address emergent issues encountered.
-
Monitor contractors to ensure they are working safely, and work is to the City's specifications.

Standby services (on call response).
- Other Duties
- Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
- Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
- Complete training and development provided to improve or increase individual competencies related to position responsibilities.
- Act as a steward of the City's Corporate Culture by following the “Values, We Live By”.
- Work in accordance with Alberta Occupational Health & Safety Regulations and City of Spruce Grove Safe Work Practices and Standard Operating Procedures.
- All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
- Employee are expected to stay current on WHMIS and other safety-related procedures.
- Perform other job-related duties.
QUALIFICATIONS
REQUIRED QUALIFICATIONS:

High School Diploma or GED.
-
Certificate of completion for NAIT Water and Wastewater Technology (or equivalent).
-
One (1) year experience in the tasks and operation of equipment.
-
Alberta Environment and Parks Water and Wastewater Certification Level 1 – Water, or eligibility and willingness to obtain within one year of hire into the position.
-
Alberta Environment and Parks Water and Wastewater Certification Level 1 - Wastewater Collection, or eligibility and willingness to obtain within one year of hire into the position.
-
Demonstrated understanding of compliance regulations.
-
Significant knowledge of the methods, practices and rules for the safe operation of assigned tools, vehicles and equipment.
-
Awareness of all the occupational hazards and controls applicable to the work.
-
Strong knowledge of the maintenance of utilities.
-
Good interpersonal and communication skills.
-
Ability to work both independently as well as within a multifaceted team environment.
-
Good knowledge of Microsoft Outlook, Word and Excel.
ASSET QUALIFICATIONS:
-
Formal equipment operations training and/or underground construction experience.
-
Alberta Environment and Parks Water and Wastewater Certification Level 2 Water.

Alberta Environment and Parks Water and Wastewater Certification Level 2 Wastewater Collection.
-
Class 3 drivers license with air endorsement.

Class 5 Alberta Driver’s License.

Must obtain a satisfactory review of a three-year Driver’s Abstract with a maximum of six (6) demerits.

Satisfactory assessment on equipment competency may have to be achieved as part of the recruitment process.

Ability to obtain an Alberta Class 3 Q Motor Vehicle Operators' License if required/requested.
PHYSICAL REQUIREMENTS:

Sitting, standing, walking, climbing, stairs, kneeling, manual dexterity, visual acuity/color vision.

Climbing ladders, balancing, crawling, crouching, depth perception/night, lifting, pushing, reaching (both arms), use of feet (for control), pulling, outside work.

Lifting to 45kg (100lbs) (with assistance).
WORKING ENVIRONMENT:
- Overtime may be required.
- Willing and able to work an on-call rotation.
- Requires work outdoors in all conditions, working in an office environment, working in shop work bays, confined space entry and in proximity to active vehicular traffic.
