About this job

Reporting to the Executive Services Officer, the Director of Programs is a key member of the Leadership Team, overseeing the staff of multiple departments and their particular scope of responsibility at Bissell Centre.

This individual is responsible for overseeing the day-to-day operations of several of Bissell Centre’s departments. The position, in collaboration with the Executive Services Officer and Co-Chief Executive Officers, is responsible for department grants, outputs, outcomes, financials, evaluation, and portfolio development. The Director works collaboratively with other agency directors, managers, agency staff, and community organizations to develop and nurture linkages to facilitate the achievement of Bissell Centre's mandates.

Portfolio Accountabilities

Indigenous Engagement

This position leads the organization in deepening Indigenous Engagement. Specifically, they will:

· Lead the implementation of Bissell’s Indigenous Engagement Strategy and key identified priorities.

· Work with each department (participant serving, social enterprise, and admin) to assess opportunities to improve practice.

· Develop a process for inviting Elders, Indigenous knowledge keepers, and others to serve, teach, or invest in the organization.

· Engage participants and staff feedback to assess impact and measure change.

· Develop funding and development plans for the work.

· Measures of success will include but not be limited to a team that is confident in engaging in appropriate cultural practices, development of habits of cultural respect (protocol), increased retention of Indigenous staff, normalization of ongoing Indigenous supports for staff and participants and established partnerships with Nations.

· Establish and deliver effective service delivery models that meet the needs of community members and achieve KPIs and targets as identified by funders and the organization

Service Hub

The aim of the Bissell Centre's Service Hub (SH) is to be a coordinated, multi-partner service hub in downtown Edmonton. The Service Hub serves three vital purposes: prevention, diversion, and stabilization. By providing co-located and integrated services and support, we help individuals navigate their personalized pathway out of poverty.

The Director is accountable to:

· Lead the team through program evaluation, restructuring, and, in collaboration with other departments, rebranding and establishing funding.

· Ensure that strengths-based community development efforts are empowering community members in a quantifiable manner.

· Identify, maintain, and initiate partnerships that support programming such as nursing, street outreach, and cultural support.

· Redesign operations as variable funding streams shift over time.

· Ensure services are integrated with the sector's continuum of care in such a way as to provide a multitude of pathways out of poverty.

· Support managers in establishing and delivering an effective service delivery model that meets the needs of community members and achieves KPIs and targets as identified by funders.

FASS + Family Support Services

Through community development, advocacy, case management, and support, the FASS program enhances the community’s capacity for prevention and awareness through education and support for the well-being of individuals and families affected by FASD and their caregivers. Family Support Services has two streams of services. The case management stream of service provides 1:1 support to families living in poverty with children 0-6 to meet their needs, improve their quality of life, and increase the resilience of children and families. Family Support Workers improve family capacity through internal and external referrals, coaching and mentoring. The Family Support Basic Needs program offers free diapers and formula, coaching, and referrals to support families to meet their needs and get connected to long term support. The Director position is accountable to:

· Oversee the coordination of FASS services with other Bissell Centre programs.

· Ensure knowledge on FASD, Home Visitation and Harm Reduction are current.

· Develop and implement a plan for program expansion.

· Support the manager in establishing and delivering effective service delivery models that meet the needs of community members and achieve KPIs and targets as identified by funders

Committees, Taskforces & Special Projects

· Directors will be present on one committee or taskforce as Lead Team representative

Key Accountabilities

Departmental Accountabilities

· Ensure adherence to the agency’s mission, vision, philosophy, values and objectives.

· Ensure submission of all monthly, quarterly and annual reports inclusive of outputs, outcomes, program highlights, stories and quality improvement initiatives

· Following all procedures necessary around the creation and modification of program procedures.

· Monitor implementation of logic models/framework and the achievement of outputs and outcomes

· Monitor compliance with legal, regulatory, contractual, standards of care and applicable accreditation requirements

· Ensure service user, stakeholder and community input as required.

· Facilitate inter-departmental coordination and collaboration.

· Work collaboratively with the managers to ensure overall operational efficiencies and best practices.

· Creating/Modifying/Dissolving departmental procedures in line with Bissell Centre policies.

· Proposing policy changes in collaboration with Director, People & Culture.

Strategic Advocacy (External Stakeholder Engagement)

· Represent Bissell Centre (and all of its priorities) in person, online, and in writing with external stakeholders, including, but not limited to:

o Preparing and delivering presentations

o Representing Bissell’s messaging to the media

o Engaging the community as a good neighbor and building buy-in

· Development of marketing and communications content utilizing Bissell templates in partnership with Marketing & Communications

· Ensure that brand consistency is upheld at Bissell Centre through adherence to standardized templates, key messages, and brand guidelines.

· In partnership with Resource Development and in alignment with the organization’s contract and grant management processes:

o Explore new avenues for partnership and funding,

o Participation in the negotiation of funding agreements

o Creation and maintenance of funding reporting requirements

· Participate in relationship management with key donors, funders, partners, and other external stakeholders.

· Generate alignment between internal practices, data collection, and external communications.

· Seek out, secure, and manage funding streams from diverse sources.

Financial

· In collaboration with the Executive Services Officer and Co-Chief Executive Officers, managers and Finance, develop, implement, and monitor annual program budgets.

· In collaboration with managers, Resource Development and Finance, implement strategies for increasing financial stability and sustainability of programs and services.

· Monitor, approve, and submit receipts for expenditures.

· Ensure departments meet their financial targets and plans as laid out in their budget.

· Creating/Modifying/Ending memoranda of understanding, funding agreements, reports, and budgeted contracts below $5000 and less than 12 months in length.

· Signing authority and responsibility for organizational cheques and electronic payments after the probationary period and training has been completed.

General and Administrative

· Attendance at and participation in organizational events including but not limited to the Annual General Meeting, Bissell Staff Gala, fundraising events (Coldest Night of the Year) as well as portfolio specific events.

· Perform other duties as required.

Human Resource Accountabilities

· Work collaboratively with the managers and Facilities to ensure proper maintenance and safety of all program areas.

· Recruitment, hiring, orientation, training and day-to-day supervision of direct-report staff

· Performance management and progressive discipline of staff team per Human Resources policies and procedures. In consultation with Human Resources, may recommend termination of staff in their portfolio subject to Officer approval.

· Facilitate regular communication channels to managers and teams to inspire, plan and direct.

· Implement regular meetings with all direct reports to ensure they meet their targeted goals, program delivery and submission of reports within the set timeframe and guideline

· In collaboration with Human Resources, provide guidance and support to managers in areas of recruitment, orientation, training, performance management and employee relations

· Approve and monitor staff timesheets, overtime, health maintenance and vacation balances.

· Approve vacation and protected leaves.

· Complete and/or supervise probationary appraisals of new direct reports.

· Complete annual developmental appraisals of direct reports including training, mentorship and professional development opportunities.

· Ensure documentation and follow-up (reporting, debriefs, training, etc.) is completed for all Critical Incidents

· Attend Management Team meetings on a rotating quarterly basis to engage with managers, address organizational issues and collaborate on organizational initiatives.

· Ensure adherence to Bissell Centre policies and development and/or revision of departmental procedures to align with policies.

· Creating new positions and/or job description changes in collaboration with Finance and Human Resources per departmental needs and budget.

· Coverage of Manager job duties as required for vacation, illness and other absence.

· Approval of budgeted professional development in accordance with HR policies and employee development appraisal goals.

Qualifications, Skills, and Abilities Formal Education and Experience

· University Degree in a related field

· Degree and a minimum of 3 years of experience in a senior management role. An equivalent combination of training and experience may be considered

· Experience in a similar position in program planning, development, case management, and evaluation, and supervisory skills.

· Experience with case management and/or family support.

· Experience with inner-city populations and root causes of poverty

Skills

Conditions of Work

· On call rotation (role dependent)

· Flexibility of the working day is inherent in the position. The workload fluctuates. Flexibility to work some evenings and weekends is required.

· Participation in organization-wide Community Safety Walks in the neighborhood of the home office, daily interactions with participants, and community members served.
