About the role

Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

The Scarborough Subway Extension (SSE) is being delivered using the Progressive Design Build Model, which is now in its implementation phase. This transformational transit project is in need of a Manager, Third-Party Coordination, in order to continue to drive the SSE forward with its key stakeholders in a manner that is built on a foundation of trust, respect, collaboration and reasonableness. The Manager, Third-Party Coordination, will lead a skilled team in working together with project staff and stakeholders to deliver on intended project and third-party benefits and outcomes on time, on schedule, on budget, and with a safety-first mindset.

What will I be doing?

  • Overseeing a team of real estate, environmental and other professionals to ensure commercial requirements and deliverables are achieved, and contributing to related resource planning initiatives to support the lifecycle demands of the SSE project.
  • Centralizing project level management property acquisitions, claims resolution, management and taxes to ensure holistic real estate costs are funded within established budget parameters.
  • Establishing effective working relationships with a range of internal and external stakeholders, and work 3-5 days per week from the main project office located at 100 Consilium Place, Scarborough.
  • Leading the enhancement of key performance indicators for performance measurement, monitoring, reporting, and management purposes.
  • Ensuring timely risk and issues management practices and procedures are implemented by your team and escalated through an established governance structure, as may be required, with options and recommendations for how to eliminate identified risks, or to mitigate and close out active issues expeditiously as the case may be.
  • Chair and/or be an active participant at established governance tables.
  • Preparing and presenting detailed reports and materials for internal and external stakeholder groups as directed, as well as work closely with communications staff in the preparation and delivery of various community engagement activities.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Business Administration, Project Management, Real Estate, Urban & Regional Planning, or a related discipline – or a combination of education, training and experience deemed equivalent; Graduate level degree is an asset.
  • Demonstrated experiencing leading real estate acquisitions and/or other forms of transactions (easements, permissions to enter, etc.) as well as property management is considered an asset.
  • Demonstrated experience in an infrastructure project development, operational and/or construction environment with experience and measured success in the application of project management methodology in the context of significant projects (>$100 million); experience in the transportation industry and public sector is an asset.
  • Detailed understanding of different procurement strategies, delivery methodologies (DBB, DB, DBFM, DBFOM) and the associated risk transfer. Experience with collaborative models including Progressive Design Build, Alliance, and Integrated Project Delivery is an asset.
  • Exceptional program and project management skills to lead and manage projects, develop project budgets and schedules, related staff and resources, and to monitor budget and schedule adherence and performance results.
  • Strong interpersonal and communication skills.
  • Demonstrated ability to build relationships with stakeholders and achieve milestones in a multi-stakeholder, multi-disciplinary environment.
