POSITION OVERVIEW
Building Officials play a pivotal role in the review and approval of building permits, site inspections, enforcement of BC’s Building Code, City Bylaws, and other statutes and regulations pertaining to building safety and regulatory standards of the BC Building Code. As a Building Official I, you will be working directly with the Manager of Permits and Inspections and other staff members of the City who provide day-to-day operational and technical guidance to enable the consistent interpretation of requirements within the scope of qualifications building classifications and project complexities of this role services. This position interacts with and provides professional guidance to many internal departments, developers, owners, contractors and other external agencies.

Responsibilities Of This Role:

  • Under direction and supervision, inspects building projects to determine compliance to the building bylaw, the BC building code, and other enactments.

  • Under direction and supervision, inspects buildings for which a permit has been issued for the construction and occupancy of new buildings and structures, and the alteration, reconstruction, demolition, removal, relocation, occupancy, and change of use of existing buildings and structures.

  • Within the scope of their certification level, discussing construction matters with owners, designers, and contractors, and advising of deficiencies.

  • Reviewing documents including plans, drawings, certificates, and reports received from customers, lawyers, engineers, and other building industry professionals to ensure compliance with the building bylaw, the BC building code, and other enactments respecting safety.

  • Keeping accurate manual and electronic records of inspections, deficiencies, and enforcement actions, and preparing related reports as required.

  • Assisting customers at the building inspection counter and responding to telephone enquiries; explaining building bylaws, City of Maple Ridge policies and procedures, permit and building inspection requirements, zoning regulations and planning procedures, acceptable construction practices, and the requirements of other departments and agencies.

  • Receiving and reviewing supporting forms, documents, and plans for permit applications.

EDUCATION AND EXPERIENCE
Completion Grade 12 and considerable experience in the building trades at a journeyman level or completion of a diploma in Building Technology from a recognized post-secondary institution coupled with considerable field experience, or an equivalent combination of training and experience.

KNOWLEDGE, SKILLS AND ABILITIES

  • Considerable knowledge of bylaws, acts, codes, standards and regulations related to the work.

  • Considerable knowledge of standard practices, methods, materials, tools and equipment used in building construction.

  • Considerable knowledge of the applicable sections of the BC Building Code, bylaws, standards and regulations related to building construction.

  • Considerable knowledge of the policies and procedures related to the work performed.

  • Ability to understand, interpret and apply the BC Building Code, bylaws, and regulations and to effectively communicate to a variety of internal and external customers.

  • Ability to read and interpret plans, specifications and related material, recognize technical requirements and suggest changes and corrections as required.

  • Ability to establish and maintain effective working relationships with a variety of internal and external contacts.

  • Ability to deal effectively with owners, contractors, tradesmen, engineers, architects and others and to use sound judgement in impartially, tactfully and firmly enforcing bylaws, standards and regulations related to building construction.

  • Ability to recognize faulty or sub-standard construction or hazardous conditions pertaining to structural stability of buildings and to identify required changes and corrections.

  • Ability to work with data management systems and related computer programs.

  • Ability to prepare clear, concise reports and to express oneself effectively both orally and in writing.

  • Ability to prepare and present evidence in court as required, to prepare reports and correspondence, and to maintain records related to the work.

  • Ability to work independently and to assume responsibility for technical decisions.

  • Ability to walk continuously for long periods of time in all weather conditions and to negotiate stairs, ladders and crawl spaces

LICENCES AND CERTIFICATES

  • BOABC Level 1 Qualification.

  • Registration as a Building Official with the BOABC.

  • Class 5 Driver's Licence for the Province of British Columbia.

PREFERRED QUALIFICATIONS

  • Thorough understanding of building construction practices and methods, relevant bylaws, acts, codes, standards and regulations.

  • Able to contribute to maintaining a respectful, safe and supportive work environment that embraces diversity, equity, and inclusion.

  • Safety-conscious with a demonstrated commitment to safe work practices.

  • Qualified Level 1 Building Official with B.O.A.B.C. or eligibility within six (6) months with the Building Officials’ Association of British Columbia (BOABC);

  • POABC Plumbing Level 1 certification.

  • You possess effective oral and written communication skills and an ability to read and interpret building construction plans and drawings.

  • Self-motivated with strong communication skills.

ADDITIONAL INFORMATION:
The work is performed in both office and outdoor environments with occasional exposure to conditions requiring the ability to identify and control occupational hazards (e.g. working in environments with moving vehicles and equipment; uneven surfaces; working at heights; environmental hazards; and working alone conditions).

The incumbent will be required to operate a vehicle on a regular basis, usually within the municipality.
