Project Delivery manages large, complex public infrastructure projects using a variety of contracting models, notably the public-private partnership (P3) approach to procurement and delivery. The P3 model leverages private sector financing and expertise in building public infrastructure with the objective of delivering projects on schedule and within approved budgets. The current project pipeline is valued at more than $35 billion in estimated design and construction costs.
The role is responsible for managing the procurement and/or implementation of major healthcare projects through Public-Private Partnerships (P3), or related approved contractual models.
To be successful in this role, the incumbent will have sound stakeholder management skills and experience finding positive solutions to complex issues with clients and diverse teams of project consultants and specialists. Advanced presentation, consultation, negotiation, influencing and consensus building skills are required. Experience negotiating claims, scope changes and other compliance and contractual matters on major projects is preferred.
What You Will Do:
- Manage the procurement and implementation of major healthcare projects through Public-Private Partnerships (P3), Collaborative Procurement and other approved contractual models.
- Manage relationships with various groups of internal and external stakeholders to identify issues related to staging, procurement, government approvals, relationship management and other commercial issues.
- Develop and implement risk identification, assessment and identifying mitigation measures, specific to commercial issues in any phase of the project.
- Manage projects from Pre-transaction, Request for Qualifications (RFQ) and Request for Proposal (RFP) stage during procurement and through construction, commissioning to the final transfer of responsibility to operations.
- Support the Director and Executives on the overall management of a major Project (or group of Projects) which includes providing commercial advice on contracts and developing commercial strategy for successful project execution.
- Provide commercial support and liaise with the technical team and consultants, as required, throughout the planning, procurement, design, and construction phases of a project.
What We Are Looking For:
- Substantial hands-on experience managing major, complex projects (Healthcare preferred) from Transaction through to Construction stages, including executing all the project activities from start to the end for the entire duration.
- Experience or education in Engineering, Project Management, Architecture or relevant discipline.
- PMP certification or in the process of acquiring.
- Experience with P3 programs, specifically with healthcare is an asset.
- Experience with Design Build model is an asset
- Strong experience managing major projects from inception to delivery is required.
- Strong business acumen, solid experience dealing with project budget, schedule, and technical requirements as well as financial and legal matters, contract management, with an emphasis on commercial considerations pertaining to project planning and implementation.
- Thorough knowledge of contract structuring and legal requirements of contracts.
- Experience leading and managing project teams to guide the direction of scope and manage ongoing project discussions with stakeholders.
- Experience guiding and coaching Project teams (Project Managers and Coordinators).
- Significant experience collaborating with internal and external stakeholders to understand their needs, requirements, and concerns related to the project.
- Experience leading meetings with senior or executive leadership regarding critical project outcomes for the portfolio.
- Excellent analytical and problem-solving skills to identify and assess potential risks and challenges associated with the project, programs, and developing strategies to mitigate them.
