Telecom Engineering Team Lead

What you'll do
The Protection, Control and Telecommunications Engineering Division is responsible for engineering BC Hydro’s Protection
& Control systems and Telecommunication Networks and ensuring these systems contribute to safe and reliable operation
of BC Hydro’s electric system while meeting performance requirements of system planners, regulators customers and other
stakeholders. The division provides engineering studies, standards, specifications, design solutions, construction
documentation, and engineering oversight of work done by engineering service partners. It provides technical support
during procurement, construction, testing and commissioning in the project cycle and provides asset lifecycle support with
critical failure analysis and emergency operational support for restoring customer supply in the event of forced outages. The
division is also responsible for deploying and sustaining numerous regulatory standards, including cybersecurity standards
for the Industrial Control Systems and telecommunication systems.
We have an exciting opportunity for an Engineering Team Lead in the Telecom Network Engineering design department
based at the Edmonds office in Burnaby, BC. Reporting to the Department Manager, the Team Lead will manage a team of
6-12 technical staff including engineers, technologists, and augmentation contractors retained to support the team. The
Team Lead is accountable for the Telecom Engineering design processes and deliverables required for the delivery of
capital and maintenance projects including assigning resources, estimating effort, establishing work package agreements,
and to provide technical support in resolving issues. Working closely with other Engineering teams, the Team Lead will
provide a safe workplace, people leadership, technical guidance, and work management to a team and successfully carry
out the following duties:
- Manages the team performance to meet objectives and improve effectiveness and efficiency.
- Provides leadership, support, and advice to team members, encourages their work initiative, and helps them grow as
engineers and technical leaders. Demonstrates BC Hydro’s commitment to a diverse, respectful, and inclusive workforce.
- Provides technical leadership and acts as an expert technical resource responsible for providing professional/technical
advice in engineering and projects within and outside the department. Prepares or reviews technical reports, presentations,
standards, specifications, guides, or other such documents that provide engineering expertise.
- Demonstrates a strong commitment to safety and creates a safety culture where safety is first, and employees are
recognized for safe performance and compliance with safety regulations and safe work practices. Ensures team members
have applicable safety training for their work, the activities in the annual safety plan are completed, and team members
perform their work safely.
- Ensures that qualified internal and external resources are available and have the required expertise and tools to optimally
meet work plans. Allocates resources to various projects within the work program; assigns and coordinates work, and
provides instructions, advice and technical guidance to other engineers, project, technical and administrative staff.
- Works with the department manager to develop staffing strategies, recruit, select, and promote staff, and/or procure
consulting services. Develops and implements an employee development program to maintain/cultivate the required skills
and expertise. Fosters collaboration and knowledge transfer, coaching and mentoring, and organizational awareness.
Facilitates the development of employee soft skills including persuasive influence, collaboration, and conflict resolution.
- Builds and maintains strong relationships with other Engineering teams, and business areas within Integrated Planning,
Technology, Project Delivery, Operations well as External Service Providers to advance the delivery of BC Hydro’s overall
work plan.
- Assists in the development of team and department objectives and performance measurements and manages the
technical and operational performance of the team to meet these objectives and other business needs.
- Assists in the development and enhancement of engineering processes and workflows, reviews procedures, and quality
assurance practices. Ensures team adherence to BC Hydro and industry standards, policies, practices, and procedures.
- Coaches and mentors team members to investigate and analyze challenging or unusual technical problems, evaluate
risks, and develop solutions to problems.
- Chair’s meetings to address engineering problems, attends and addresses seminars, courses, meetings, and
conferences, and prepares and delivers presentations to various audiences.
What you bring
- Bachelor’s or advanced degree in Electrical Engineering recognized by Canadian Universities.
- Registered, or eligible for immediate registration, as a Professional Engineer with Engineers and Geoscientists of British
Columbia (EGBC).
- At least 10 years progressive and comprehensive engineering experience in the design and engineering of Electric Utility
Telecom systems, including development and application of engineering standards, system and facility design for tele-
protection, telecom transport systems, wired and wireless networks, network management systems), as well as network
diagnostics, design studies, technical report writing, and the ability to undertake technical design reviews of such systems.
- Demonstrated leadership and management experience.
- Excellent communication (verbal and written) skills, particularly technical writing, and ability to communicate with clarity
complex technical matters to technical and nontechnical audiences.
- Demonstrated ability in conflict management, work leadership, team building, and coaching skills. Strong interpersonal
skills required.
- Good understanding of project and task management processes.

- A condition of employment for this job is that you maintain your Class 5 Driver's License In good standing.
- Prior program or asset management experience is an asset.
