Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Program Management Office is seeking a Senior Manager, Project Controls to deliver program and project controls support to multi-billion-dollar investments within our Rapid Transit portfolio.
What will I be doing?
- Responsible for the leadership and delivery of program and project controls to the Capital Projects Group in the subject areas of estimating, cost, scheduling, quality assurance, document control, and risk/issues management to support the on-time, on-budget, and on-quality delivery of the project by providing accurate and timely insights all controls work products.
- Lead a cross functional team of controls experts by directing their efforts towards delivery of key project outcomes. Provide mentorship and strategic leadership to staff to deliver a high quality controls product for the project.

- Champions provision of matrixed services in program controls to allow consistency and efficiency, in the approach to project controls support and the strategic deployment of resources needed to meet growth mandates of the Capital Projects Group.
- Direct mentorship and subject matter guidance to the Project Controls and Project Management Office to drive consistency and create best practices in the support provided.
- Serve as a thought-leader and innovator in project controls in an integrated team environment.
- Develop and implement project controls systems and tools, in alignment with centre-led Project Controls, to support assigned projects.
- Ensure project controls processes are implemented on the project in accordance with CPG processes and standards. Drive continual improvement by participating in the lessons learned and process improvement work for CPG as it relates to CPG processes.
- Provide expertise to project controls-related activities for assigned projects in support of the planning and execution of day-to-day monitoring of project performance.
- Create documentation required for project approvals, including screening estimates and schedules, and coordinating reviews and approvals
- Support the project team by generating Cost Breakdown Structure and Work Breakdown Structure, ensuring estimates and schedules are developed accordingly
- Coordinate and manage monthly project controls activities, analysis, and reporting. Includes coordination of monthly cost, schedule and risk/issue review meetings
- Develop and present to management the monthly project controls analysis and results including cost forecasting, scheduling and risk/issue with support from functional analyst and leads.
- Make recommendations to project controls improvements to enhance analytics, efficiencies and predictability
- Liaise between members of the Project Delivery Team, Project Controls, Capital Finance, Sponsors, Commercial teams Pre Construction Service Partners and other Metrolinx Departments, as needed.
- Administer Project Change Management processes to project cost, schedule, and scope. Perform impact assessments of potential changes to inform Senior Management decisions
- Maintain relationship with Contractor Project Controls personnel. Receive, coordinate, and analyze vendor project controls deliverables. Ensure quality and consistency to contractual terms and conditions. Provide feedback and opportunities for improvement.
- Provide the Project Delivery Team accurate project controls information in line with meeting project goals.
- Ensure schedule integration, accuracy and reporting among all areas of the project. Manage the integration of risk and opportunities with the project schedule and budgets.
- Successfully support the relationships and quality control of the project controls functions including estimating, scheduling, cost control, risk/issues management, document control, change management, quality management, contract administration and reporting for the project.
- Resolve issues and ensure consistency and data compatibility between the cost control, planning/scheduling, risk/issue, quality and estimating functions and deliverables.
- Able to interact with stakeholders, establish relationship and articulate project wide issues
- Participates in senior management team meetings, presentations, committees, and delegates representation to other operating committees.
- Acts as the Controls subject matter expert in providing consultation, advice and day-to-day guidance regarding project controls
What Skills and Qualifications Do I Need?
- Completion of a degree in engineering, applied science, business, or a related discipline – or a combination of education, training, and experience deemed equivalent.
- Demonstrated years’ of progressive senior leadership experience
- A valid Professional Engineering (P.Eng.) license in the Professional Engineers of Ontario (PEO) is an asset
- Certification as Certified Cost Professional (CCP), Certified Construction Manager (CCM), Project Management Professional (PMP) are assets
- Knowledge of transportation, engineering, design, and construction management applied to structures, roadways, railways, facilities, and related projects is an asset
- Applied knowledge and experience of project controls with different types of infrastructure delivery models including P3, Design Build, Design Build Finance, Progressive Design Build, Alliance and/or other progressive type delivery models is highly desired.
- Knowledge of applicable legal and regulatory requirements governing delivery of passenger rail services is an asset
- Knowledge of relevant construction, facilities, and environmental legal and regulatory requirements
- Training and Experience in LEAN or Six Sigma would be considered an asset
