Job Profile
Reporting to the Manager of Financial Planning but taking direction from the entire Financial Planning team, the Financial Analyst – Budgets provides analytical support to the Financial Planning team with the timely development of multi-year operating and capital budgets, business plans and forecasts. Prepares financial analysis and reconciliations. Assists in the writing and compilation of the City’s budget and reports. Maintains salary plan, prepares journal entries, completes tangible capital asset reporting, and supports the maintenance and development of financial and budget systems.
What you will be doing
- Provides analytical support to the Financial Planning function by assisting Senior Financial Analysts, Manager and management with the timely development of multi-year operating and capital budgets, business plans and forecasts.
- Prepares financial analysis, variance and trend analysis, economic analysis, account reconciliations and ad-hoc research to support budget preparation and forecasting. Identifies opportunities and risks in financial forecasts.
- Runs reports from the budget system, compiles divisional and departmental budget summary documents for management throughout the City. Assists in the writing and compilation of the City’s budget document and reports.
- Maintains the salary plan throughout the year, reflecting and tracking ad hoc position changes. Prepares salary variance analysis to support forecasting.
- Prepares journal entries for various transfers and adjustments as needed.
- Maintains the financial plan (budget/forecast) in the financial system through periodic imports from the budget software. Reconciles actuals in the budget system against the financial source system.
- Sets up and closes capital projects and maintains account structure and hierarchies in financial reporting systems. Maintains and updates the capital project tree, reconciling with Project Management Office.
- Completes tangible capital asset reporting from capital projects, including analyzing projects to identify appropriate accounting treatment and the creation and disposal of assets. Ensures compliance with policies and Generally Accepted Accounting Principles (GAAP).
- Assists in the ongoing implementation, training, and support of financial applications. Recommends software solutions to enhance reporting capabilities for the budget and forecasting processes and reporting.
- Other budget and accounting duties as assigned.
Education
- University degree in Business, Finance, Accounting, Economics or suitable equivalent
- Accounting designation or working towards completion – (CPA, CA, CMA, CGA)
Experience and Knowledge
- 2 years Accounting at an intermediate level and experience using financial and computer applications.
- 2 years Advanced experience using Excel.

Valid G driver's license.
Worker Health and Safety Awareness Training Certificate from the Ministry of Labour
Your compensation
Non-union (Level 3) has an annual salary range of $74,074 to $90,363. We offer a comprehensive benefit package and are an Ontario Municipal Employees Retirement System (OMERS) employer.
Location of position
This position is located at Cambridge City Hall, 50 Dickson Street, Cambridge, Ontario.
Hours of work
The current regular hours of work are 8:30 am to 4:30 pm (35 hours per week), Monday to Friday, with occasional evenings as required.
