Position Summary:

As our Procurement Specialist, you will be responsible for coordinating the purchasing process while adhering to TSSA’s current procurement procedures and policy to obtain or buy goods and services while maximizing value for money. You will collaborate with other procurement and finance team members to analyze, source, evaluate and select suppliers, manage ongoing relationships, and implement demand and compliance measures. Reporting to the Manager, Procurement, you will work with internal customers to process purchase requisitions and act as the liaison between TSSA and Proponents during the procurement process. To be successful as a Procurement Specialist you should be able to work effectively in team environment exchanging information and innovative ideas. You must be a self-starter who can work independently with minimal supervision to meet internal client deadlines.

Job Responsibilities:

  • Lead the Request for Proposal (RFP) process, including assessing the business needs and writing the RFP to attract qualified vendors, coordinating responses to vendor questions, guiding the internal client through the evaluation process and leading the contract drafting and negotiations.
  • Train and guide the business leaders through the assessment of the business needs and establishing the appropriate procurement sourcing strategy, aligning with the Ontario Public Service (OPS) Directive.
  • Coordinate and support the drafting of contracts working with the legal team, the vendor, and the internal business client.
  • Develop and maintain professional business relationships with approved vendors and support vendors and internal clients in addressing issues and mediating disputes to resolve conflicts.
  • Track and maintain procurement activities documentation to confirm compliance with the OPS Directive and other internal policies and to establish transparency of process.

Job Qualifications:

  • Post-Secondary Diploma or Degree in a related field (Public Administration, Business, Finance, Purchasing) required
  • SCMP designation (or equivalent) is an asset
  • 2 years’ experience preferably in strategic sourcing roles in either private or public-sector procurement.
  • Prior experience with the Ontario Public Service procurement directive is an asset
  • Experience with coordinating an RFP process including drafting the components and negotiating the contract terms.
  • Good mathematical ability to manage scoring for various types of procurement and evaluate various pricing proposals.
  • Ability to multi-task, adjust priorities and work in a demanding environment
