Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Reporting to the Senior Manager, Revenue and Treasury, the Banking Operations Manager will be leading and overseeing the safeguarding of the delivery of Metrolinx corporate treasury services including managing banking and acquirer functions, overseeing the major contracts, and ensuring effective cash forecasting, investments, financial reporting, and financial controls related to banking, acquirer and associated systems.
What will I be doing?
- Leads banking and treasury functions managed within the Revenue and Treasury Department.
- Maintains and further develops the Cash flow management model for Metrolinx.
- Proactively collaborates with stakeholders providing input into the cash management model to address variances and potential changes to business needs.
- Champions the corporate banking contracts and relationship to safeguard Metrolinx funds from risk while maximizing yields on available cash resources.
- Oversees the corporate payment acquirer contracts and relationship to minimize costs and acts as a liaison to cross functional departments/divisions that require payment acquiring expertise/services such as IT, PRESTO, Business Development, Marketing, etc.
- Maintains and further develops formal processes concerning access to banking and acquirer functions. Ensures proper reviews and controls are in place.
- Coordinates corporate banking activities and provides technical guidance to the organization on the setup and use of both the banking and acquirer systems.
- Manages the cash and banking functions to ensure that all cash transactions are controlled, comply with relevant legislations, and adequate cash balances are maintained.
- Recommends, implements, and monitors financial and accounting procedures and controls for Metrolinx to ensure accounting and legislated requirements are fully met while safeguarding its financial stability in relation to the banking and Treasury portfolio.
What Skills and Qualifications Do I Need?
- Completion of a degree in Business Administration, Finance, or a related discipline – or a combination of education, training and experience deemed equivalent.
- Chartered Professional Account (CPA) designation would be an asset.
- Demonstrated years’ progressive experience related to the cash management and management of banking, acquirer, and related services.
- Demonstrated knowledge of budget and forecast development, accounting and financial management, banking, acquirer services, and cash management, and related management processes.
- Experience in government reporting and disclosure legislation and regulations to ensure compliance is considered a strong asset.
- Experience with contract administration and analysis, including identifying issues, conducting cost-benefit analysis, and preparing actionable recommendations.
- Proficiency in MS Office (e.g., Outlook, Word, Excel, PowerPoint, etc.), with advanced Excel proficiency essential.
- Exceptional problem solving and analytical skills to analyze financial data and support operational audits and recommend appropriate courses of action.
- Excellent interpersonal, written, and verbal communication skills.
