The Land Title and Survey Authority of British Columbia (LTSA) is looking to hire a Knowledge Specialist to join our Policy and Legal Services division!

The Knowledge Specialist (Grid 18) position is included in the BCGEU bargaining unit. Applications will be accepted until July 29, 2025 at 4PM PDT.

The LTSA is a publicly accountable, statutory corporation that manages BC's land title and survey systems. These systems provide the foundation for all real property business and ownership in the province.

What you'll do:
Reporting to the Manager, Policy, the Knowledge Specialist executes LTSA’s knowledge strategy, ensuring accurate organizational knowledge is continually captured, effectively structured, accessible, and AI-ready. This work requires hands-on technical expertise in knowledge systems, like SharePoint, to drive solutions. The role is responsible for optimizing knowledge systems and assets—including policies, processes, structured data, and enterprise knowledge bases—to facilitate effective representation and access by people and AI-enhanced tools. This ensures knowledge is continuously integrated, strengthening business sustainability, decision-making, and knowledge retention and transfer. LTSA recognizes that AI will play a critical role in its operations. By developing AI-ready knowledge structures—like metadata models, taxonomies, and knowledge graphs— this role ensures high-quality knowledge representation that will position the organization to leverage emerging technologies and remain responsive to users’ evolving needs. Collaboration with knowledge stewards, subject matter experts, and cross-functional teams will be key to modernizing KM practices and embedding a strong, sustainable KM culture. This role also ensures business units and departments become increasingly self-sufficient in applying mature knowledge management practices.

This position is included in the BCGEU bargaining unit.

Key Responsibilities and Accountabilities

Enable Intelligent Knowledge Systems

  • Collaborate with technical teams to develop practices that ensure knowledge is created, captured, and structured to support evolving digital and AI-enabled solutions.
  • Design and maintain knowledge structures—such as metadata models, taxonomies, and knowledge graphs—that enable intelligent insights.
  • Ensure KM systems and repositories support knowledge representation, access, and transfer across platforms.
  • Monitor emerging technologies, including AI, and advise on opportunities to enhance knowledge creation, access, and transfer across the organization.

Advance the Knowledge Management Program

  • With a focus on discoverability and usability, explore the selection, implementation, and continuous improvement of KM tools, including content management systems and intelligent technologies.
  • Align KM initiatives with records management strategies to ensure consistency, compliance, and lifecycle integration.
  • Oversee the development, governance, and accessibility of organizational knowledge bases.

Drive Knowledge Culture and Change

  • Develop and lead change initiatives that foster a collaborative, knowledge-sharing culture across the organization.
  • Partner with knowledge stewards and subject matter experts to identify critical knowledge and implement sustainable transfer mechanisms.
  • Promote the adoption of KM tools and practices through strategic engagement, training, and ongoing support.

Measure Impact and Drive Improvement

  • Define and monitor key performance indicators (KPIs) to assess the value and effectiveness of KM initiatives.
  • Identify and address gaps in knowledge access and transfer.
  • Stay informed of industry trends, tools, and best practices to continually enhance LTSA’s KM capabilities.

We encourage you to apply if you have:
Education and Experience

  • Bachelor’s degree in Knowledge Management, Information Science, Library and Information Studies, Computer Science, or a closely related discipline.
  • 5+ years of experience in KM, information management, or a related role.
  • Experience driving and implementing KM frameworks and technologies.
  • Experience with KM software tools, taxonomies, metadata standards, and AI-driven solutions.
  • Experience collaborating with technical teams to implement KM systems and solutions.

Knowledge, Skills and Abilities

  • Strong understanding of KM principles, including information architecture, taxonomy, and metadata.
  • Proficiency with content management systems like SharePoint, knowledge repositories, collaborative platforms like Confluence, and emerging AI solutions.
  • Demonstrated ability to drive cultural change through influence, collaboration, and strategic communication.
  • Excellent project management, organizational, and change management skills.
  • Strong facilitation, presentation, and stakeholder engagement skills.
  • Analytical and problem-solving skills to identify knowledge gaps and develop effective solutions.
