The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

The Strategic Planning, Reporting and Execution (SPRE) Department is responsible for leading strategic planning and enterprise-wide business planning; guiding project prioritization and execution as well as overseeing the project portfolio and monitoring corporate performance; and reporting on progress to the Board, Ministry of Finance and the public.
The Practice Lead supports the Head of Strategic PMO by leading the design, development and implementation of processes, tools, templates and project reporting to enhance Project Management at the OSC and the effective and efficient delivery of the OSC Strategic Plan. The Practice Lead will work with SPRE and team members, project leads and executive leaders across the OSC. They will also interact with the CSA Project Management office and team.
Key Responsibilities and Duties
Working with the Head of Strategic PMO, this position will work to create and enhance a Strategic Project Management Office at the OSC.
Practice Governance & Methodology

Responsible for leading the development and implementation of project management methodologies, standards, and best practices across the organization. Leverage project management standards and best practices and drive adoption across the organization – acting as the Enterprise SME for Project Management.

Responsible for Stakeholder Engagement in working to ensure that project management solutions are fit for purpose for the OSC business.

Leads the development and implementation of frameworks to support resource management, project financials, project risks, project outcomes and decision-making. Tailors frameworks and processes to support a range of different types of projects, leveraging existing CSA project management processes where appropriate while managing/reducing burden on internal teams

Contribute to the continuous improvement of PMO processes by identifying areas for enhancement and implementing solutions. Will also be responsible to assess the effectiveness of implemented frameworks.

Provide project management support, mentorship, guidance and direction to staff working on various projects and initiatives – e.g., compiling project plans, managing action items, resolving issues.

Directly manage Policy and/or Operational Projects with high priority/high complexity as required.
Project Portfolio Management

Manage Portfolio Planning, Prioritization and Project Intake to align resources with strategic priorities. Responsible for managing the Project Governance Committee, creating the agenda and driving the right, data driven discussions.

Design a consistent approach to project identification, business case development and approval processes, to ensure alignment with the strategic plan.

Establish post-implementation reviews and “lessons learned” to identify successful and unsuccessful project elements and support continuous improvement.
Reporting
Working with the Head of Strategic PMO and Senior Analyst, this role will:
- Design and implement project reporting – this will include creation of reports for the various stakeholder audiences.
- Drive the analysis of project data points and define insights to create Portfolio Reporting and Dashboards to help support executive decisions.
- Collaborate with the SPRE Team on evolving OSC internal reporting on priorities and projects.
Requirements
- 8+years relevant experience in project management office with proven experience in both project management methodology and practical project management experience.
- Direct experience managing enterprise-wide policy and/or operational projects and initiatives across a complete project lifecycle
- Project Management Professional (PMP) certification or equivalent
- University degree in Business, Finance, Information Technology or related discipline
- Portfolio Management experience – creating and managing prioritization frameworks and intake.
- Experience with project management and reporting tools
- Excellent time management and problem-solving skills
- Excellent organizational and Stakeholder Management skills
- Change Management experience is an asset
- Knowledge of capital markets and securities regulation would be an asset
