Position Purpose:

Reporting to the Head of Human Resources and working collaboratively within the Human Resources division, your primary focus will be in managing the Town's comprehensive health and safety program including the creation of policies, procedures and training programs related to this area, managing the Town's WSIB requirements, and interpreting and promoting compliance with legislation for all levels of the Corporation to mitigate risk and reduce loss.

This incumbent will provide support to the HR Division for projects and initiatives, in particular this position will conduct recruitment during times of high recruitment volume, and support in other key HR projects and in supporting the HR objectives under the Town's Strategic Plan, therefore a solid background in Human Resources is required.

Minimum Qualifications:

  • Degree or Diploma in Human Resources from an accredited College/University.

  • Part I and II Joint Health and Safety Committee Certification to be a Management Representative or be willing to obtain.

  • Minimum of three years human resources experience.

  • Minimum of one year experience in a Health and Safety capacity.

  • Valid Class 'G' Driver's license;

  • Canadian Registered Safety Professional (CRSP) designation or eligibility for same would be an asset.

Position Summary

Responsibilities

Regulatory Compliance and Risk Management Functions:

  • Interprets health and safety regulatory and criminal legislation requirements and provides timely recommendations as part of the Internal Responsibility System (IRS) (Mayor, Council, CAO, Directors, Managers, Supervisors and Workers).

  • Conducts and manages the investigations of fatalities, critical injuries, work refusals/stoppages, occupational illnesses, fires, explosions, environmental releases, incidents of violence or harassment etc. meeting strict Ministry of Labour (MOL) time limits to provide legal documentation.

  • Conducts and manages unexpected MOL inspections and workplace audits.

  • Administer and manage WSIB claims, supports departments in early and safe return to work processes, mediations, appeals and tribunal claims managing confidential medical information and sensitive employee issues. Track appropriate metrics.

  • Leads the Workplace Safety and Insurance Board (WSIB) Excellence Program.

  • Maintains a comprehensive, confidential records management system of employee medical, training files and other due diligence defence documents.

  • Conducts, and/or provides guidance and support to departments in, risk assessments and assesses workplace hazards. Prepare PDAs and location risk assessments.

  • As required, leads in health and safety related functions specific to pandemic and/or public health related matters within the workplace including prevention, investigation, program/policy development, monitoring, reporting as well as ensuring all applicable guidelines set by Public Health, Provincial Government and Workplace Safety and Prevention Services are met and taken into consideration.

  • Is a member of the Town's Emergency Preparedness Committee. Participating in ongoing training exercises and to be a key member of the Town's

  • Prepare health and safety metrics to share with departments as part of a continuously improving health and safety culture.

Management of the Health and Safety Program Development Functions:

  • Develops, communicates and evaluates Health, Safety policies and program to ensure compliance with the Town's IRS to meet emerging, changing legislative compliance and conformance to best practices.
  • Monitor Health and Safety budget and research options to ensure effective spend. Ensure goods and services are acquired in accordance with the procurement policy.
  • Recommends, conducts, oversees and maintains industrial hygiene sampling programs, designated substance assessments and management plans to maintain worker and public trust.
  • Conducts and ensures compliance for workplace inspections, accident investigations, recommends control measures and evaluates corrective actions including disciplinary action for safety infractions.
  • Identifies trends and analyses effectiveness of programs and practices. Recommends revisions to programs and practices to ensure best practices.
  • Establish, maintain and communicate H&S metrics for continuous improvement.
  • Coordinates the effective function of Joint Health and Safety Committees serving as a technical resource, acting in the Committee, and oversees the Committees by providing advice/guidance and preparing and presenting statistical reports, training programs, incident investigations, workplace inspections, employee safety concerns and interpretation of occupational hygiene reports.
  • Oversee, coordinate, recommend and monitor the Automated External Defibrillator (AED) Program for worker and public health and safety within Town facilities.

Management of the Wellness and Employee Assistance Program Functions:

  • Develops and implements wellness programs that support healthy lifestyle practices by identifying needs, priorities and goals for the health education of employees.

  • Acts as the Employee Assistance Plan Administrator for all levels of the Corporation. Participates in negotiations with carriers for contract interpretation, annual renewals, and/or tendering of benefit providers and requisition of monthly payments.

  • Develops and implements wellness communication strategies to ensure employee awareness and education of wellness topics and programs. Plans, coordinates and delivers wellness events of various sizes and complexity. Facilitates and participates on corporate wide wellness committees.

Training, Communication, Liaison and Customer Service Functions:

  • Provides exceptional customer service to all levels of the IRS effectively responding to inquiries relating to health, safety and wellness, legislative requirements, industry standards, best practices, benefits, the Employee Assistance Program and training requirements, and is knowledgeable of the resources available to staff to assist them accordingly.

  • Prepares, oversees and maintains a tracking and evaluation system for accident investigations, workplace inspections, safety talks, health and safety training.

  • Develops, implements and facilitates various customized, corporate theory and practical health, safety, wellness and Accessibility for Ontarians with Disabilities (AODA) training programs and materials for all levels of the IRS, volunteers, contractors, committee and board members.

  • Incorporates adult learning principles in the planning and development of educational programs/ resource materials in a variety of formats to optimize/adapt to varied learning styles.

  • Research external providers for training where appropriate and evaluates course content to ensure corporate needs are met.

  • Reviews and evaluates training programs to determine the effectiveness of material, delivery, impacts, and outcomes and makes recommendations for future enhancements to the programs. Maintains training matrix to ensure required training is completed and updates in compliance with legislation.

Disability Management:

  • In compliance with the Town's Disability Management Policy, and/or any collective agreements provisions, administer short term and long-term disability claims together with the HR Business Partner, ensuring a safe and supportive return-to-work process. Provide suitable options for modified work for employees to accept or deny.
  • Work with any third-party disability partners. Prepare correspondence to obtain medical clarification as needed.

Human Resources Functions:

  • Will support HR initiatives and projects as required in jointly supporting a culture of continuous improvement and service excellence.

  • Support recruitment by conducting interviews with departments experiencing a high demand for recruitment.

  • Contribute to meeting Town's strategic objectives under Human Resources.

Minimum Qualifications

Education and Training:

  • Degree or Diploma in Human Resources from an accredited College/University.

  • Valid First Aid/CPR/AED Certification would be an asset.

  • Canadian Registered Safety Professional (CRSP) designation or eligibility for same would be an asset.

Experience:

  • Minimum of three years human resources experience.
  • Minimum of one year experience in a Health and Safety capacity.
  • Minimum of one year experience working in a unionized environment would be an asset

Knowledge:

  • Demonstrated knowledge of the Employment Standards Act, Labour Relations Act, Ontario Human Rights Code, AODA, and other relevant legislation.

  • Thorough working knowledge of the Occupational Health and Safety Act, Canadian Criminal Code, Workplace Safety and Insurance Act, Fire and Prevention Act, Building Code Act, Technical Standards and Safety Act, Highway Traffic Act, Dangerous Goods Transportation Act, Environmental Protection Act, Human Rights Code, Employment Standards Act, Ontarians with Disabilities Act and Accessibility for Ontarians with Disabilities Act and their applicable regulations and codes as well as ANSI, CSA standards, National Institute's Healthy Workplace Principles and various guidelines (e.g. ACGIH).

Competencies:

  • Knowledge of health and safety management, theory and practice, occupational hygiene, toxicology, epidemiology and ergonomics with the ability to use judgement in the application of this information when dealing with complex issues in a diverse work environment;

  • Sound investigative and analytical skills, including the ability to interpret statistical data, to identify issues and make recommendations;

  • Excellent organizational, time management and problem-solving skills with ability to coordinate and set priorities to meet deadlines while dealing with conflicting demands and changing priorities.

  • Excellent interpersonal, verbal and written communication skills.

  • Sound knowledge of adult learning principles with proven ability to develop and deliver training;

  • Demonstrated project management skills to lead working groups and ability to work independently;

  • Demonstrated experience in disability case management

  • Constructive creative thinking with demonstrated sound decision-making skills in handling situations of a complex sensitive and highly confidential nature;

  • Demonstrated ability to come forward with solutions and ideas for best practices.

  • Ability to deal effectively and discreetly with all levels of staff, Union/Association representatives, medical practitioners, members of Council, the public, various government agencies, etc.;

  • Commitment to ongoing personal and professional development and participation in the York Region Health and Safety Professional Group;

  • Commitment to being a champion for providing service excellence in role responsibilities in support the Town, strong commitment to compliance and

  • Acts as a positive role model for Human Resources, Health, Safety and Wellness in the workplace.

  • Valid Class 'G' Driver's license;

  • Ability to work outside of regular business hours, as required.

Physical Demands and Working Conditions:

  • Normal office conditions; option to work hybrid work schedule.
  • Frequent requirement to travel offsite to conduct training, investigations, assessments or inspections and attend meetings.
