About the role

THE ORGANIZATIONAL SETTING

The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security, and environmental protection.

The ICAO, a specialized agency of the United Nations (UN), regularly receives voluntary contributions from donors to fund programmatic activities worldwide. To maintain transparency, accountability, and effective management of these funds, there is a growing need for high-quality financial and programmatic reporting tools. The organization seeks to harness the capabilities of Power BI to present complex financial data in clear, interactive, and actionable dashboards and reports for both internal and external reporting.

The objective of this consultancy is to engage a qualified Power BI expert (individual consultant or consultancy firm) to design, develop, and implement a suite of financial and programmatic reports and dashboards. These tools will serve multiple audiences, including external donors (usually national government or governmental agencies in the field of aviation) and internal project managers, finance analysts and senior management, leveraging data from existing Azure and SQL-based data warehouses.

MAJOR DUTIES AND RESPONSIBILITIES

Function1 (incl. Expected results)

Needs Assessment & Planning:

  • Conduct meetings with stakeholders (including finance officers, program managers, and donor relations teams) to gather reporting requirements.
  • Translate stakeholder needs into technical specifications and report design plans.

Function 2 (incl. Expected results)

Report Design and Development:

  • Design Power BI dashboards and reports for three core purposes:
    • Donor ReportingFinancial : Visualizations showing how donor contributions have been allocated and spent.
    • Donor ReportingProgrammatic : Dashboards that highlight progress in the implementation of programmatic activities tied to specific funding, including detailed narrative input from project managers.
    • Internal Project Management : Reports to support project managers in tracking expenditures, timelines, and resource allocation.
  • Propose and implement visual elements that clearly convey key insights, trends, and compliance with funding agreements.

Function 3 (incl. Expected results)

Data Integration:

  • Connect Power BI to existing Azure and SQL-based data warehouses.
  • Ensure data is accurately queried, cleaned, and transformed to support reporting needs.
  • Optimize data models for performance and usability, whilst minimizing complexity and maintenance efforts.

Function 4 (incl. Expected results)

Testing and Validation:

  • Work with stakeholders to test reports and validate outputs against source systems.
  • Iterate based on feedback and ensure alignment with reporting standards and donor requirements.

Function 5 (incl. Expected results)

Documentation and Handover:

  • Develop comprehensive documentation, including report user guides and technical design documentation.
  • Train relevant ICAO personnel in the use and maintenance of the dashboards and underlying datasets.

QUALIFICATIONS AND EXPERIENCE

Educational background

Essential

  • A first-level university degree in computer science, data science, business analytics, information systems or a related field.

Desirable

  • Industry certifications in Power BI, SQL, or Azure.

Professional experience and Knowledge

Essential

  • Proven expertise in Power BI report and dashboard development, with a portfolio demonstrating experience in financial reporting.
  • Strong understanding of Azure and SQL databases, and experience working within data warehouse environments.
  • Demonstrated ability to communicate complex financial and programmatic information in visually engaging and intuitive formats.

Desirable

  • Familiarity with accounting principles, financial statements, and donor reporting in an international development context.
  • Experience working with or for international organizations, preferably the UN or similar governmental entities.

Language Skill

Essential

  • Fluent reading, writing and speaking abilities in English.

Desirable

  • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

CONDITIONS OF EMPLOYMENT

It should be noted that this post is to be filled for a period of 11 (eleven) months.

Total monthly rate for Band B varies from CAD 5,097 to CAD 8,122.
