Halifax Regional Municipality (HRM) is inviting applications for the permanent, full-time position of Supervisor, Parking Operations in Parking Services, Public Works.

Under the Manager of Parking Services, the Supervisor, Parking Operations, is responsible for the daily operation and oversight of the administration within parking services. The Supervisor, Parking Operations drives change of our parking offerings to the public through administrative processes and operational procedures.

DUTIES AND RESPONSIBILITIES

  • Leads customer service strategy for the division, provides tier two escalation support;
  • Provides expert advice and guidance to internal teams on the parking implications of new development proposals and collaborates with external consultants on city-wide transportation studies related to curbside use and parking regulations.
  • Reviews and updates the standard operating procedures for issuing residential parking permits to improve processing times and reduce errors, as well as reviewing permit fees to ensure parking is priced correctly.
  • Liaises with counterparts at the Province on the management of the court process, manages memorandum of understanding with Provincial Court;
  • Supervises day-to-day operations of the parking operations department and staff members;
  • Oversees court docket preparation and adjudication processes;
  • Oversees divisional record retention strategy;
  • Provides team leadership for capital program review by providing input on parking mitigation studies and determining parking and loading relocation post construction in consultation with the Traffic Services group.
  • Provides team leadership for curbside management strategy: supporting policy development, conducting surveys and engagement with business on the roadway function and management.
  • Provides oversight to the parking analyst in conducting field surveys of parking utilization and compliance monitoring.
  • Provides oversight to the technician team including warranty management and maintenance schedule of technology in the right of way
  • Accountable to the Manager, Parking Services for the effective administration, direction and management of the Parking Technology Program.
  • Provides management of business roles, configuration of business rules, zones and permit systems, addition or removal of pay stations within the Software as a Service (SaaS) parking solution.
  • Uses data to develop and amend policies relevant to parking including land use bylaws, permit bylaw, paid parking bylaw and curbside management policy.
  • Hiring, training, and evaluating employees, taking corrective action when necessary;
  • Developing, reviewing, and improving administrative systems, policies, and procedures;
  • Provides encouragement to team members, including communicating team goals and identifying areas for new training or skill checks;
  • Answers team member questions, helps with team member problems, and oversees team member work for quality and guideline compliance;
  • Communicates deadlines and goals to team members
  • Manages personnel files;
  • Supports the Customer Support Coordinator in the administration of the parking permit process;
  • Overseeing special projects and tracking progress towards divisional goals.
  • May perform other related duties as assigned.

QUALIFICATIONS
Education & Experience

  • University Degree in Engineering, Planning or Business Administration and at least four years experience in directly related operational role.
  • 1-2 years supervisory experience in a unionized environment.
  • Experience within a municipal organisation considered an asset

Technical/Job Specific Knowledge and Abilities

  • Exceptional leadership and time, task, and resource management skills.
  • Strong problem solving, critical thinking, coaching, interpersonal, and verbal and written communication skills.
  • Proficiency with computers, especially MS Office.
  • Ability to plan for and keep track of multiple projects and deadlines.
  • Familiarity with budget planning and enforcement, human resources, and customer service procedures.
  • Knowledge of parking and curbside management theory and best practices considered an asset.
  • Willingness to continue building skills through education opportunities.

An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.

Graduation from HRM’s Aspiring Leader’s Program is considered an asset, and completion of the program is equivalent to one year of leadership experience.

WORK STATUS: Permanent, full time

HOURS OF WORK: Monday – Friday, 8:30 am – 4:30 pm; 35 hours per week.

SALARY: Non-Union, NU7 $82,900 - $97,532. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.

WORK LOCATION: Second Floor, Brunswick Place, 2021 Brunswick Street, Halifax.
