About the role

Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Rapid Transit Operations Delivery Division is seeking a Senior Manager, Operations to lead and provide strategic oversight of the operations and maintenance contracts for Metrolinx Light Rail Transit (LRT) projects in revenue service.

What will I be doing?

  • Manage the development and implementation of strategies, methodologies, tools and techniques for the management, oversight and continuous improvement of operational matters of Metrolinx’s LRT Projects.
  • Build and manage relationships with a broad number of internal and external stakeholders, partners, government representatives, contractors, and vendors.
  • Support the development and lead the execution of the overall strategy for operations and Project Agreement oversight for contracts with Vendors and Partners, in accordance with strategic and operational plans for the Division.
  • Provide senior leadership and direction in the development and implementation of processes and measure to ensure that all safety, regulatory and legal requirements related to LRT development and Operator & Maintainer activities are met.
  • Chair Meetings and Committees with internal and external stakeholders.
  • Review and approve plans and submittals from Partners and vendors ensuring compliance with contractual requirements and application of good industry practice.
  • Participate in safety investigations related to operations and maintenance activities.
  • Provide senior leadership oversight and direction to staff and teams; deliver timely feedback to ensure a cohesive operational unit and the optimum use of team skills; manage staff and monitor work assignments to ensure adherence to timelines.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Engineering or a related discipline – or a combination of education, training, and experience deemed equivalent.
  • Demonstrated progressive senior experience leading a large group of multi-disciplinary staff and/or managing large operating agreements or projects, preferably in the transportation and/or public transit sector.
  • Registration as a Professional Engineer (P.Eng.) in the Province of Ontario and Project Management Professional (PMP) certification would be an asset.
  • Knowledge of rules and regulations established by Transport Canada (TC), Canadian Transportation Agency (CTA), Canadian Urban Transit Association (CUTA), American Railway Engineering Maintenance of Way Association (AREMA), Federal Railway Administration (FRA), American Association of Railways (AAR), American Passenger Transportation Association (APTA), TAC and Ontario Provincial and Municipal standards, various building codes, contract, safety, and environmental legislation.
  • Experienced-based, knowledge of commuter rapid transit (e.g., Subway, Light Rail Transit (LRT), Bus Rapid Transit (BRT)), system planning, design, and delivery.
  • Management and leadership skills to manage a team of professionals; develop long term staffing/capacity plans.
  • Sound knowledge of management/project management principles, including budget and schedule controls, leading teams/consultants engaged in simultaneous projects
  • Interpersonal and presentation skills.
  • Willingness to travel to offices of government agencies and public information meetings, and to existing railway, and bus facilities and construction sites within the GTHA as needed.
  • Interpersonal and communication skills.
  • Experience managing staff in unionized environments and external contractors/partners.
