Location and Shift Information: Selected candidate may be working in a hybrid work model (i.e. office, home and outdoors) and must be able to travel between locations throughout the City of Toronto.

Major Responsibilities Reporting to Transportation Services - Fleet, Facilities & Winter Co-ordination Unit, the Research Analyst 1 will research, compile and analyze data and information necessary for infrastructure management, AVL/GPS systems administration, capital upgrades, fleet planning and compiling data for claims against the City.

  • Assists in the administration of Transportation’s AVL/GPS system by managing user access, developing customized reports, identifying sensor/AVL/GPS installation requirements, modifying vehicle/asset information regularly and troubleshooting after consultation and guidance from management.
  • Reviews, interprets and meets as required with management on developing various Fleet Procurement Plans. Prioritizes new equipment and vehicle procurement with a focus on detail of Divisional requirements, specifications and co-ordination between units.
  • Assists with capital construction and renovation projects on Transportation Yards, Salt Domes and other Transportation facilities from initiation to completion, with a focus on document management, regular inspections and co-ordination between stakeholders.
  • Reviews Transportation’s Fleet by regularly meeting with Fleet Services and Co-ordinating maintenance, AVL/GPS, procurement, new technology/equipment initiatives and other projects & programs with Transportation Management to ensure that Transportation has a fully utilized, efficient and reliable Fleet.
  • Conducts research into assigned areas taking into account developments within the assigned area, leading/best practices, and initiatives by other levels of government.
  • Coordinates consultation in an effort to solicit feedback on policy and program development.
  • Liaises with City Division and Agency staff to produce implementation and work plans.
  • Maintains and archives Inspection reports and photos related to routine Inspection of Transportation assets and conducts research and compiles reports.
  • Summarizes and reports data and findings by preparing maps, tables, charts, diagrams and graphics.
  • Writes reports, documents findings and prepares supporting data related to Operational efficiencies or deficiencies for annual inspection and repair of Transportation assets and related public complaints and claims, operational efficiencies or deficiencies for Transportation related programs and services.
  • Develops, consolidates and integrates new and existing computer models and applications to store and retrieve data related to Divisional projects and activities.
  • Analyzes reports, assists Transportation Management in preparing management response and in follow up actions, such as information analysis and interpretation.
  • Maintains communication with various City groups for any structural inspection and/or major rehabilitation of Transportation facilities.
  • Assists in the collection and download of Transportation asset data from Dash camera devices and transfers to computer system to perform analysis and interpret findings.
  • Uses electronic systems such as EWMS and related software in reviewing Service Requests/Work Orders and works directly with staff who attend to repairs and maintenance locations.
  • Prepares briefing notes, abstracts, report summaries and presentation materials using a range of analytical techniques such as spatial, statistical, economic, technical and historical data.
  • Develops, maintains and modifies geospatial and relational databases.
  • Collects indexes/catalogues and files, updates, modifies and develops computerized reference system.
  • Attends meetings with staff (internal and external stakeholders); networks with other Divisions, Departments agencies and participates in problem solving. Prepares meeting notes and minutes.
  • Assists other staff in the District operations and acts as liaison between the Divisional Functions groups and Corporate Services.
  • Assists the team in preparing Tender documents for maintenance contracts.
  • Coordinates and assist in investigations, studies and surveys performed by staff and consultants.
  • Provides research support and prepares background material to address inquiries from other Divisional staff, Councillors, members of the public, consultants and special interest groups on all aspects of Divisional programs and services; documents findings, supporting data, recommendations and theories; circulates data throughout Division.
  • Assists with administrative support and operational duties within the section as required
  • Conducts research on topics related to existing and future work processes, integrated processes, and identifying functional area roles and responsibilities.

Key Qualifications Your application must describe your qualifications as they relate to:

  • Post-secondary education in a professional discipline pertinent to the job function (i.e., civil engineering, Civil Technology, Municipal Infrastructure Transportation, Urban studies, urban/regional planning, urban geography, environment studies, Geographic Information Systems (GIS), Engineering, Mechanics, Finance, Data Science or the equivalent combination of education and experience.
  • Considerable experience in research, data collection (manipulation and visualization), analysis, interpretation of data and writing summaries as related to contract development and/or operations administration using spreadsheets and word processing using Microsoft Office Suite (e.g. Excel, Access, Word and Power Point, Visio).
  • Considerable experience using GIS (Graphic Information System) and other mapping software including ARCGIS, QGIS or equivalent software for spatial analysis.
  • Considerable experience preparing project plans, standard operating procedures, tracking e-mail correspondence, drafting reports, drafting briefing notes and concurrence forms for the manager and other senior staff.
  • Possession of a valid class G Province of Ontario Driver's License and ability to obtain a City of Toronto Drivers Permit if required.

You Must Also Have

  • Experience with databases and data warehousing including organizing, compiling, manipulating, analyzing and summarizing large datasets.
  • Experience with tracking projects to meet milestones, deadlines and ensure projects are delivered on time and on budget and maintaining tracking systems for related data and records.
  • Ability to research, analyze, interpret and present quantitative and qualitative information on municipal maintenance requirements and/or municipal asset management.
  • Ability to assist in the co-ordination of complex assignments from inception through to implementation with minimal direction while balancing political, community and other stakeholder interests, and resolving conflicts.
  • Knowledge of various legislative governing authorities (Municipal by-laws, Municipal Act, City of Toronto By-laws) and the regulations that apply to this work.
  • Ability to prioritize and complete project assignments working both independently and as a part of a team.
  • Ability to deliver on demanding assignments requiring critical judgement, analytical thinking and problem-solving with creativity.
  • Ability to prepare reports pertaining to productivity and performance related topics from a variety of sources.
  • Good communication skills and ability to present research findings.
  • Ability to work independently and in a team environment.
  • Knowledge of road operations levels of service for winter and summer operations.
  • Knowledge of relevant regulations, legislation and policies related to the position, such as minimum maintenance standards, the City of Toronto Act and Occupational Health & Safety Act.
  • Ability to conduct research and compile data summaries related to Transportation Services using related databases such as TMMS/EWMS.
  • Must have the ability to travel between locations throughout the City of Toronto (field work).
  • Ability to review and interpret technical/engineering drawings.
  • Knowledge of contract preparation, procurement and payments with RFQs, RFTs, LVQs and creating Change Orders, Purchase Order Amendments, contract management, etc.
