Pape Tunnel and Underground Stations (PTUS)

FCC Canada, in a 50/50 joint venture with Webuild Civil Works Inc., will deliver the Pape Tunnel and Underground Stations section of the Ontario Line. This includes design, construction, supply, and operation of three kilometres of twin tunnels underneath Pape Avenue between the Gerrard tunnel portal and the Don Valley bridge, two underground stations (Pape and Cosburn ), two tunnel portals, three emergency exit buildings and a rail switch/crossover in the section of tunnel near Sammon Avenue. The Pape Station connection will interface with Toronto Transit Commission Line 2 subway and related works.

The project uses a Progressive Design-Build (PDB) model, allowing greater collaboration between the project owner and contractor.

Position Summary We are seeking a proactive and detail-oriented Subcontract Administrator to manage the end-to-end administration of subcontracts, from execution to closeout. This role plays a critical part in ensuring contractual compliance, tracking deliverables, and managing change orders while fostering strong relationships with subcontractors and internal stakeholders.

The Subcontract Administrator will collaborate across departments—including construction, finance, and design—to ensure that all subcontractual obligations are met, issues are addressed promptly, and project goals are supported. Strong communication, organizational skills, and a high level of accuracy in documentation are essential.

Key Responsibilities

  • Administer assigned subcontracts from negotiation through closeout.
  • Coordinate with internal teams to ensure compliance with contract terms and manage subcontractor performance.
  • Oversee and implement change management processes, including negotiation of change orders and claims resolution.
  • Ensure timely and accurate contractual correspondence and documentation with subcontractors and clients.
  • Track deliverables such as insurance certificates, bonds, reports, and guarantees.
  • Maintain organized and auditable records, including change orders, directives, issue logs, and payment certifications.
  • Validate and process vendor invoices in compliance with payment terms; manage back charges and statutory holdbacks.
  • Support internal reporting and communication regarding subcontract risks, obligations, and changes.
  • Assist in resolving contractual disputes, escalating as necessary to ensure timely resolution.
  • Participate in regular subcontractor and project meetings; ensure coordination between site, design, and support functions.
  • Draft formal letters and communications to subcontractors and clients regarding project changes and contractual matters.
  • Promote and maintain strong, collaborative relationships with all project stakeholders.

Education And Qualification

  • Bachelor’s degree in Engineering, Quantity Surveying, Business Administration, Finance, or a related field (Engineering preferred).
  • 1–3 years of experience in subcontract administration, or a related field.

Requirements

  • Strong working knowledge of contract terms, change management, and construction documentation.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook); experience with SharePoint is a plus.
  • Excellent written and verbal communication skills in English.
  • High attention to detail, organizational, and record-keeping abilities.
  • Ability to make informed decisions and adapt in a fast-paced, team-oriented environment.
  • Experience in heavy civil, infrastructure, or commercial construction projects.
  • Familiarity with project controls, scheduling, or document management systems.
  • Strong interpersonal and team collaboration skills.
  • Analytical thinking and problem-solving ability
  • Comfortable working under pressure and managing multiple priorities
  • Open to feedback, coachable, and willing to train or mentor others.
  • High adaptability to changing processes or requirements.
