The Learning & Development Specialist provides performance consultation to business unit/departments, aligning training and development activities to meet both short-term needs and long term resource planning objectives. Maintains training systems in compliance with customer, regulatory, quality and internal requirements. Coordinates, monitors and assesses training activities to ensure performance standards are achieved and capabilities continuously improved.

Specific Accountabilities

  • Updates and manages critical skills matrix for all direct employees for CF34/CFM56 Business Unit on a quarterly basis.
  • Develop and manages critical skills matrix for all indirect employees for CF34/CFM56 Business Unit on an annual basis.
  • Develop and track metrics on critical skills gained and lost through recruitment and attrition monthly and communicate to Director of Operations and other leaders in BU.
  • Identify training gaps in operations and support functions and relays to respective leader(s).
  • Develops and implements evaluation, validation or cost benefit analysis of training and sets training performance goals.
  • Maintains a training inventory, schedules courses, manuals, training aids and documentation.
  • Maintain On-The-Job Training (OJT) trainer to trainee tracking, along with refresher training that is required for trainers.
  • Coordinate with production managers on OJT Trainer Evaluation of trainees to ensure completion and subsequent tracking progress of employee’s training.
  • Schedules training, in coordination with Manager of Training and Chief Inspector.
  • Updates LMS for BU’s employees, in conjunction with Chief Inspector.
  • Supports senior leadership succession planning.
  • Consults with and supports business unit/departments to identify, plan and implement resource selection, training and development requirements as driven by the strategic performance needs of the organization.
  • In consultation with production managers, chief inspector, and other leaders, defines performance requirements and standards, assesses current performance and identifies training and development needs of employees.
  • Researches and maintains standardized, comprehensive training and development programs and documentation based on identified organizational and affiliate needs, changes in culture, products, procedures and services.
  • Sources materials and delivery methods.
  • Performs or supports the efforts of others to design, develop and instruct curricula (classroom or on-the-job) utilizing instructional design techniques, including use of learning objectives, and assessment materials.
  • Analyzes performance measures in order to identify training opportunities and to assess the impact of training.
  • Analyze measures of performance (MOPs) relevant to the area of specialization.
  • Carries out special projects as assigned.

Technical Requirements

  • Thorough knowledge and experience with the instructional design process.
  • Thorough subject knowledge of learning activities being developed/delivered and of related/supporting topics.
  • Excellent oral and written communication skills.
  • Strong planning, organizational and leadership skills.
  • Working knowledge of PC's in the current company operating system environment.
  • Working knowledge of regulatory requirements, quality standards and administrative policies and procedures applicable to training and development.
  • Bachelor's degree in a field of instruction emphasizing adult learning/education; or equivalent.

Background Information The typical minimum level of education to perform this job competently is equivalent to completion of a university (bachelor) program involving acquisition of an advanced understanding of complex concepts and procedures in an area of work related to assigned duties. This specialized training is often recognized by a degree.

Directly/indirectly related work experience representing continuous learning and required for someone to perform this job competently is three to six years.

Ongoing work assignments typically have clearly defined goals. The incumbent's education, training, and previous experience ensure work assignments are successfully carried out because he/she understands what is expected, as well as the best approach to take.
