About SkyAlyne
SkyAlyne is a team of defence, training, simulation, and aviation industry experts assembled from across Canada, working to prepare the next generation of RCAF Pilots and Aircrew as the Future Aircrew Training (FAcT) program provider for the Royal Canadian Air Force (RCAF). SkyAlyne was formed in 2018 as a partnership between CAE and KF Aerospace, two Canadian aviation, training, and defence leaders. The partnership was built to jointly answer the call for the Government of Canada’s FAcT program. In 2023 SkyAlyne was named the preferred bidder, and in 2024, was officially contracted to partner with the RCAF and deliver the FAcT program. We are now building a new team to deliver the FAcT program.
The scope of the FAcT program includes all training and in-service support requirements needed to prepare Pilots, Air Combat Systems Officers, and Airborne Electronic Sensor Operators to meet the future aerospace requirements of the RCAF. The FAcT program is overseen from a Joint Management Office at SkyAlyne’s Ottawa headquarters in Kanata, with three operational bases: Moose Jaw, SK, Southport, MB, and Winnipeg, MB.
In collaboration with the Government of Canada and several major Canadian subcontractors, Team SkyAlyne will provide live-flying, simulator and classroom-based training, facilities construction and management, information management and information technology support, site support services, aircraft maintenance and much more.

Job Overview
The Lead Program Controller will be a critical part of the FAcT Program, collaborating with internal departments, strategic subcontractors, the RCAF and the Government of Canada. This position is responsible for an effective Earned Value Management System (EVMS) and Integrated Master Schedule (IMS), to ensure performance excellence. This role will provide a high-level impact to the program’s data-informed decision-making
Duties and Responsibilities
- Develop, implement and continuously improve upon the EVMS for the FAcT Program in alignment with best practices and enterprise objectives and reporting requirements.
- Establish performance measurement baseline to support program tracking and control.
- Regularly monitor project performance against established baselines and identify deviations for timely corrective actions.
- Generate reports for investigation and development of recovery or mitigation plans on cost and schedule variances to provide insight on program performance trends.
- Coordinate and implement proactive program risk mitigation plans to ensure adherence to schedule and cost metrics.
- Present actionable recommendations to support strategic decision making.
- Collaborate cross-functionally with project managers, finance specialists, and other stakeholders to integrate EVMS principles into planning and execution processes.
- Conduct in-depth analysis of program costs and schedule data.
- Identify trends and potential risks to the program.
- Collaborate with internal departments teams to develop accurate forecasts and mitigation strategies.
- Guide PMO team members in managing schedules and EVMS, resolving variances, replanning, and ensuring integrated scheduling through strong program controls governance.
- Seek opportunities to continuously improve program execution and operational excellence.
- Other duties as assigned.
Qualifications and Experience
- Bachelor's degree in engineering or computer science preferred; or a post-secondary diploma in business or finance.
- Minimum of eight (8) years of relevant experience.
- Program Management Professional (PMI) or equivalent project management certification.
- EVMS certification or training, such as the Project Management Institute’s Earned Value Professional (EVP) certification is preferred and familiarity with DCMA guidelines.
- Proficiency in Oracle Cloud ERP and EPM tools, especially Oracle Primavera Cloud, Oracle Project Management Cloud and Oracle Financials Cloud.
- Proven experience in implementing and managing EVMS for large-scale, multi-phase programs.
- Familiarity with federal aviation industry regulations, standards, and practices is preferred.
- Strong analytical and problem-solving skills.
- Excellent organizational skills and high attention to detail with a focus on data accuracy.
- Excellent leadership, analytical, decision-making, and problem-solving skills.
- Experience in the Defence and Aerospace industries would be an asset.
- Be able to hold a Government of Canada Security Clearance (Secret level) and Controlled Goods Clearance.
- Eligible to work in Canada.
- Strong oral and written English language capabilities.
- Fluency in French would be an asset.
