The Opportunity:

The Manager, Security and Parking Services is responsible for overseeing all aspects of campus security and parking operations at Olds College. This role ensures a safe and secure environment for students, staff, faculty, and visitors by managing the third-party security services contract, coordinating parking operations, and contributing to emergency preparedness and response initiatives. The Manager plays a key role in emergency planning and response, serving as a member of the Olds College Emergency Response Team and being on-call 24/7 to support campus emergencies. This role also requires the ability to work effectively with diverse populations and to promote a safe and healthy learning environment.

Key Responsibilities:

Security Management

  • Oversee the third-party security services contract, ensuring performance standards and service expectations are met.
  • Serve as the primary liaison between Olds College and contracted security personnel.
  • Monitor security operations and implement strategies to enhance campus safety.
  • Conduct regular reviews of security policies, procedures, and protocols.
  • Investigate security incidents and ensure appropriate follow-up actions are taken.
  • Work closely with campus stakeholders to address security concerns and provide guidance on best practices.

Parking Operations

  • Manage day-to-day parking operations, including enforcement, permit allocation, and lot maintenance.
  • Supervise Student Parking Officers and support the day to day enforcement operations.
  • Develop and implement parking policies that align with campus needs and regulatory requirements.
  • Address parking-related inquiries, concerns, and appeals from students, staff, and visitors.
  • Monitor parking infrastructure and coordinate necessary upgrades or repairs.

Emergency Response & Planning

  • Serve as a key member of the Olds College Emergency Response Team (OCERT).
  • Support the development and implementation of emergency preparedness plans.
  • Conduct regular emergency drills and training sessions for staff and students.
  • Act as the primary contact for security-related emergencies, providing 24/7 on-call support.
  • Collaborate with external emergency services, including law enforcement, fire, and medical responders.

Compliance & Risk Management

  • Ensure compliance with all applicable security, parking, and safety regulations.
  • Maintain records related to incidents, parking enforcement, and emergency response activities.
  • Identify potential risks and implement measures to mitigate security and safety concerns.
  • Provide recommendations for security enhancements and risk management improvements.

Stakeholder Engagement & Training

  • Provide security and emergency preparedness training for staff, faculty, and students.
  • Foster strong working relationships with internal and external stakeholders, including municipal authorities and emergency services.
  • Act as a subject matter expert on security and parking operations for the College community.
  • Work effectively with diverse populations, including students, staff, and faculty, to promote inclusivity and respect in all security and parking operations.

Student Conduct & Investigations

  • Support and lead non-academic misconduct and sexual and gender-based violence investigations by meeting with students, writing reports, and presenting findings to the appropriate response team for final decisions.
  • Ensure proper documentation and follow-up on reported incidents.
  • Collaborate with relevant departments to uphold student conduct policies and maintain a safe campus environment.

Health & Safety Support

  • Support the Health and Safety Officer by completing risk assessments.
  • Assist in identifying and mitigating safety hazards on campus.
  • Coordinate the implementation of health and safety programs along with related processes, procedures and resources, in collaboration with the Health and Safety Business Partner
  • Contribute to the development of health and safety policies and procedures.
  • Promote a safe and healthy learning environment for all students, staff, and faculty.
  • Act as a member of the Olds College Joint Health and Safety Committee and administrator duties as needed.

Qualifications & Skills:

  • Post-secondary education in security management, law enforcement, emergency management, or a related field is preferred, or an equivalent combination of education, training and experience may be considered.
  • Minimum of 5 years of experience in security operations, parking management, or emergency response.
  • Strong leadership skills with experience managing third-party service providers.
  • Experience managing student conduct cases with a trauma-informed approach to investigations and resolution
  • Knowledge of emergency response planning and crisis management.
  • Familiarity with security and parking enforcement technologies and best practices.
  • Ability to remain calm and decisive in high-pressure situations.
  • Excellent communication, problem-solving, and organizational skills.
  • Ability to work flexible hours, including evenings, weekends, and holidays as needed.
  • Valid driver's license required.

Working Conditions:

  • Frequent interaction with students, staff, faculty, and external service providers.
  • On-call responsibilities require availability for emergency response outside of regular work hours.
  • Some outdoor work required in managing parking operations and responding to security concerns.

Conditions of Employment:

  • Current Criminal Reference check that is free of any offenses.
  • Must respect and actively promote health and safety policies.
  • The position is exposed to stress and pressure associated with mental health related responsibilities. It involves moderate psychological risk resulting from difficult and unavoidable exposure to disagreeable and uncomfortable environmental and psychological conditions.
  • The position involves the stresses associated with an on-call system, multiple and/or tight deadlines beyond one’s control, and unpredictable interruptions.
