About the role

Are you a highly skilled and experienced claims professional with a passion for resolving complex property claims? The City of Edmonton is seeking a dedicated and knowledgeable individual to join our Insurance and Claims Management Section. In this pivotal role, you will leverage your expertise in property and liability claims, legal proceedings, and risk mitigation to manage high-value cases and provide technical guidance.

What will you do?

  • Provide expert advice and adjust large complex property losses for and against the City, manage projects and loss control
  • Manage major damage investigations and repairs and compile damage assessments, including the establishment and development of scopes of work and quantum
  • Lead claims debriefs and present to stakeholders, along with contributing to loss prevention and mitigation actions with the City’s business areas
  • Oversee and negotiate liability assessment and settlement amounts with various parties, including pursuit of viable recovery avenues and legal proceedings
  • Serve as a subject matter expert for claims in relation to construction and building practices and techniques, and build technical capacity for property claims quality assurance and training
  • Apply legal concepts including the application of the Municipal Government Act (MGA) and other potential laws and regulations, represent claims at trial, and collaborate with legal counsel
  • Liaise with vendors and business partners on restoration and construction trends
  • Research industry trends and share knowledge
  • Perform property claims analysis and identify trends and opportunities along with contributing to process improvement and associated Standard Operating Procedures (SOPs)
  • Guide and mentor team members on complex files, problem situations and expert reporting
  • Provide support to the Claims Team Lead as required

Qualifications:

  • Completion of a post-secondary diploma in a related field such as Business, Legal, Construction, Engineering or Project Management

  • Chartered Insurance Professional (CIP) or a Fellow Chartered Insurance Professional (FCIP) from the Insurance Institute of Canada

  • Minimum of five (5) years of recent related experience in handling complex commercial and residential property claims

    • Related experience must be within the previous ten (10) years

Assets:

  • Canadian Risk Management Designation (CRM) from the Risk and Insurance Management Society
  • Experience in process improvement, claims trend analysis and quality assurance
  • Experience with estimating software, including the drafting and reviewing of repair estimates
  • Experience with participating in legal proceedings and knowledge of contract and insurance law
  • Experience in construction and building codes & practices

Skills required for success:

  • Extensive and specialized knowledge of insurance claim investigation techniques and practices, such as collection and preservation of evidence
  • Property scoping and estimating experience in crafting scopes of repair and corresponding estimates
  • Knowledge of and experience with implementing best practices and quality assurance processes for property claims handling
  • Knowledge of construction and building practices, including fire and building codes and project plan establishment
  • Considerable knowledge and application of litigation practices, contract law, insurance law, provincial public liability legislation, and relevant municipal bylaws
  • Ability to analyze physical loss exposures and determine cost-effective loss control measures
  • Organized, with well-developed decision-making ability in a complex environment
  • Strong verbal and written communication skills, including presentation skills
  • Project Management, Consensus Building, and Conflict Resolution skills
  • Ability to maintain effective relationships with diverse internal and external parties

Conditions of Employment:

  • Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position. There may be a cost associated with this requirement
  • Valid Alberta Class 5 driver's licence (or provincial equivalent)
  • Must have own transportation to be reimbursed in accordance with City of Edmonton policy. This may require business auto insurance

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
