Salary Range: Annualized salary range $88,000 - $95,000, commensurate on skills and experience
Hours of Work: 35 hours/week
Position Reports to: Vice President, Integrated Care and Experience (ICE)
Primary work location: Oshawa North (with flexibility to travel between sites as required)
Job Overview:
We are seeking a passionate and experienced Manager, Black Health & Wellness to lead a dynamic and equity-focused health program serving African, Caribbean, and Black (ACB) communities in the Durham Region. This leadership role is responsible for the oversight of clinical services, community engagement, and regional advocacy efforts designed to address systemic barriers and advance health equity. Reporting to the Vice President, Integrated Care & Experience, the Manager will ensure the delivery of trauma-informed, culturally affirming services aligned with anti-Black racism principles and community priorities.
Job Responsibilities:
Program Leadership & Operations
- Lead the day-to-day operations of the Black Health & Wellness program, including integrated primary care and community-based initiatives.
- Ensure services are responsive, culturally safer, and grounded in equity and anti-Black racism frameworks.
- Collaborate with internal teams and external partners to develop care pathways that improve access to preventative and primary care for ACB communities.
- Support the planning and delivery of health promotion workshops, outreach events, and education initiatives tailored to community needs.
Team Management & Supervision
- Provide supportive supervision to an interdisciplinary team of clinicians and community engagement staff.
- Foster a team culture grounded in collaboration, learning, and accountability.
- Lead recruitment, onboarding, coaching, and performance evaluation processes.
Equity-Based Service Design
- Design and support initiatives that reduce health disparities and improve outcomes for Black communities.
- Recommend equity-focused practices and policies that align with anti-racism principles.
- Help integrate culturally affirming approaches across programs and organizational systems.
Monitoring, Evaluation & Planning
- Track and report on key performance indicators, client outcomes, and program milestones.
- Lead continuous quality improvement and ensure evidence-informed service delivery.
- Oversee program budgets and resource planning in collaboration with finance and leadership teams.
Partnerships & Community Engagement
- Build and sustain collaborative relationships with Black-led organizations, health system partners, and local service providers.
- Mobilize community knowledge, support advocacy efforts, and contribute to regional and provincial health equity initiatives.
- Represent the program in community-based planning tables and system transformation forums.
Qualifications & Experience:

Qualifications & Experience:
- Undergraduate degree in health care management, social work, nursing, or related field; Master’s degree is a strong asset.
- Minimum 5 years of progressive operational leadership in health, social services, or community programs.
- Demonstrated experience working with African, Caribbean, and Black communities and a strong understanding of the impact of anti-Black racism on health outcomes.
- Strong familiarity with Ontario’s Black Health Strategy and collective impact approaches.
- Knowledge of or strong appreciation for Ontario’s Provincial Equity Framework and the current direction outlined in Ontario Health’s Annual Business Plan.
- Experience managing interdisciplinary teams within a primary care or community health setting.
- Knowledge of trauma-informed care, culturally safer practices, and health equity frameworks.
- Proficient in managing program budgets and performance indicators.
- Effective communicator with experience in cross-sector collaboration and stakeholder engagement.
- Valid Ontario Driver’s License and access to a reliable vehicle for travel across sites.
