Description
The Project Management Office in Facilities Development is currently seeking a Full-time Regular Director.
The University of Calgary is seeking a strategic and experienced leader to serve as Director of the Project Management Office (PMO), responsible for the successful delivery of all capital construction and renovation projects on campus. Reporting to the Associate Vice-President, Facilities Development and Campus Sustainability, the Director oversees project performance, ensures consistency in project management practices, and supports accurate reporting to senior leadership, the Board of Governors, and Alberta Infrastructure. This role requires collaboration with internal and external stakeholders, oversight of multidisciplinary teams, and a strong focus on accountability, client service, and ethical standards. The ideal candidate will have over 10 years of construction project management experience, a PMP designation, and a background in engineering, architecture, or business. Strong leadership, stakeholder engagement, budgeting, and contract administration skills are essential, along with familiarity with unionized environments and experience in the public or post-secondary sector. This is a full-time position (35 hours/week) with occasional work outside regular hours as needed.
Summary of Key Responsibilities
(job functions include but are not limited to):
- Ongoing development, training and performance management of team members, including the oversight of employee goal setting and the execution of annual performance reviews.
- Championing the Vision, Mission and Values of the University, and of Facilities Development, and Familiarizing herself/himself with the University of Calgary "Statement on Principles of Conduct" and conducting oneself according to these Principles in all situations when acting on behalf of the University of Calgary.
- Acting as an ambassador and mediator, both within the group and with external stakeholders, resolving disputes by finding effective solutions and furthering positive working relationships.
- Handling human resource functions involving direct reports including, hiring, training, performance reviews, discipline, and termination of staff with support from Human Resource personnel.
- In consultation with HR, ensuring adherence to employment conditions specified under the Collective Agreement and/or MAPs Terms and Conditions of Employment.
- Managing and directing dedicated PMO personnel ensuring for the effective integration of large amounts of technical data, the coordination of multiple activities and projects under tight deadlines, effective communication to and from stakeholders, and the timely reporting thereof, all within the overriding mandate of meeting prescribed project deliverables.
- Confirming that assigned projects are completed on schedule, on budget, and to the specified performance criteria & specifications set out in the Project Charter, contracts and/or design documents.
- Ensuring the effective planning, preparation, execution and monitoring of construction schedules and budgets within established parameters.
- Directing the creation and assembly of all documentation which complies with the Universitys sanctioned Project Delivery Process, including but not limited to project charters, business cases, funding approvals, monthly/quarterly reports, cost monitoring reports and standard project management tools and templates.
- Assigning specific project assignments to direct reports or to external contract estimators.
- Providing technical guidance and work direction to direct reports, and removing roadblocks that may inhibit Project Managers and Project Coordinators in achieving project success.
- In consultation with internal stakeholders, actively assisting in overseeing the development of a department practice delivery manual, a department key performance indicator system, annual performance goals, quality standards, staff training and professional development curriculum.
- Regularly assessing variances to project plans, budgets and schedules, and implementing changes as necessary to ensure that projects remain within specified scope and the assigned schedule, risk and cost parameters.
- Keeping the Senior Project Manager, Preconstruction, apprised of circumstances where material variances are in evidence.
- Ensuring that direct reports and external contract Project Managers adhere with the department Practice Delivery Manual and University's procedures and processes.
- Confirming that all funds expended for projects are properly documented, reviewed, approved, and reported in accordance with University's procedures and established processes.
Qualifications / Requirements:
- A University degree, preferably in engineering, architecture, or business.
- A professional PMP designation.
- 10+ years of progressive experience in managing a wide variety of capital projects, and a qualitatively high level of experience in managing people doing the same.
- Strong leadership skills, and the proven ability to collaboratively lead a team of skilled professionals in the accomplishment of complex projects and tasks.
- An in-depth understanding of construction and design processes, and construction and professional services contracts including CCDC/CCA and RAIC forms of agreement.
- A strong mathematical, budget and estimation aptitude.
- Effective conflict management, time management and problem-solving skills.
- Strong planning and organizational skills.
- Exceptional ability for stakeholder engagement, and building positive and effective relationships.
- Proven interpersonal skills, and the ability to work both independently and as part of a team.
- High proficiency in the use of computerized project management systems including but not limited to Archibus PM module, Microsoft Projects or other mainstream PM software.
- The flexibility to respond well and adapt to rapidly changing needs and priorities.
- A strong commitment to equity, diversity, inclusion, and accessibility.
- Leadership skills in creating space for people who hold diverse perspectives, such as knowing, understanding and engaging with members of equity groups, including but not limited to, Indigenous peoples, racialized people, and members of the LGBTQ2S+ communities.
- A valid Class 5 driver’s license (cannot be a graduated license) with proven good driving record (abstract required).
- Public sector experience is an asset, particularly in a University setting.
- Familiarity with working in unionized environments is an asset.
