Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Are you passionate about driving commercial success through data driven insights and strategic contract negotiation? Our Commercial Management Office is seeking a Senior Commercial Management Analyst who will work closely with the Manager, Commercial Management (I&IT), the Commercial Management team, and the broader team to drive value and manage commercial risk. You will conduct commercial risk assessments, pricing analysis, and contract negotiations, in collaboration with internal stakeholders.
What will I be doing?
- Manage the sourcing support and development, contracting strategy, pricing analysis, contract review, negotiations, execution, and issue management of multiple projects.
- Support the line of business in reviewing and developing the tender files.
- Lead risk assessment workshops in early project stages to evaluate risk profiles, identify requirements, and propose mitigation strategies.
- Conduct pricing analysis and develop best-in-class presentations showcasing data driven insights to support strategic and operational decisions.
- Support vendor negotiations, from reviewing contracts, addressing commercial terms, and negotiating favorable terms that mitigate the risk for Metrolinx.
- Support the development of commercial evidence, tools, techniques, and guidance that will demonstrate value for money for larger Metrolinx projects and leads the development for smaller files.
- Develop contract negotiation, governance, and management strategies to ensure that contracts adhere to Metrolinx policies and procedures, and to minimize corporate liability and risk throughout the contract lifecycle.
- Develop commercial management processes and procedures for Metrolinx I&IT that are based on, and adhere to, those of the overall corporation.
- Strong stakeholder and organizational skills to conduct and manage commercial management meetings and working sessions with internal and external stakeholders, and result orientation towards key objectives.
- Lead claims and issue management which includes information gathering, issue resolution facilitation with vendors and supporting legal/litigations.
- Other duties as assigned including but not limited to prepare research, briefing notes, and high-quality presentations for senior leadership.
What Skills and Qualifications Do I Need?
- Completion of a university degree in a related discipline (e.g. Degree in Business Administration, Project Management, Business Analytics, Strategic Management, Finance, and International Business) or a combination of education, training, and experience deemed equivalent. Master of Business Administration would be considered an asset.
- Advanced Proficiency level in Excel to provide meaningful insights from large data sets. Proficiency in Power BI would be an asset.
- Demonstrated experience developing and generating reports that include charts and graphs, creating progress reports, creating and presenting PowerPoint presentations to senior management level audiences.
- Proficiency in all MS Office products (e.g. Outlook, Word, PowerPoint, Project, Access, etc.). At least two years demonstrated experience administering commercial management projects, contract negotiations, and project governance in complex environments.
- Organizational and analytical skills to manage multiple complex projects under pressure to meet schedule and budget commitments, project plan adherence, and close-out.
- Strong influencing/negotiating and relationship management skills including political acumen capabilities to deal with a variety of stakeholders, agencies, and staff, to ensure successful outcomes and achieve goals.
- Experience with vendor and client coordination, to develop and monitor projects and services in compliance with legal and regulatory requirements and corporate policies and processes.
- Strong understanding of contract law and contract administration, government procurement processes, and commercial mitigation risk strategies.
