Policy and Program Review Analyst

Temporary Full-Time

2025 Salary Grid 6: $38.77 -$46.16

Location: Brockville, Ontario

Position Summary:

Reporting directly to the Department Manager, and indirectly to the Director of Community and Social Services, the Policy and Program Review Analyst will develop and recommend monitoring tools and policies and procedures that will support sound program management, accountability and consistency across departments and program integration. The Policy and Program Review Analyst will be responsible for completing program audits, evaluations and operational reviews of departmental programs and service providers ensuring compliance and will evaluate the effectiveness of program delivery. This position will prepare reports of findings and make recommendations for any corrective action. This position will be responsible for collecting, interpreting and analyzing data and demographics to be used by senior staff for program and financial planning. The Policy and Program Review Analyst will be responsible for assisting in the planning, development and monitoring of on going and new initiatives within the division.

QUALIFICATIONS:

Education, Certification & Licenses

  • Three-to-four years post-secondary education (university degree, or equivalent) in Social and/or Human Services, Business or Public Administration, or related field, or a combination of education and experience.
  • The possession and maintenance of a valid driver’s licence and access to a vehicle is required.

Experience

  • Minimum five years related experience in the Community and Social Services field.
  • Previous management experience: ability to manage change.

Knowledge, Skills, Abilities & Competencies

  • Ability to manage change, while effectively guiding and supporting staff in accepting change in a positive fashion.
  • Awareness of trends and broader community and social services issues.
  • Excellent understanding of all relevant legislation and programs within the Community and Social Services Division.
  • Knowledge and understanding of the application of all legislation governing the divisional programs.
  • Excellent quantitative and qualitative research skills.
  • Excellent analytical abilities and demonstrated ability to develop innovative responses to multi-faceted issues.
  • Ability to evaluate and analyze data, identify issues and recommend solutions.

  • Ability to create and lead work teams by facilitating goal setting and problem solving.
  • Ability to organize facts and present findings, conclusions and recommendations in a clear, concise and logical manner.

  • Ability to recognize the impact of change and manage it in a positive and productive manner.
  • Possess a comprehensive understanding of the community agencies/organizations which interface with the Community and Social Services Division.
  • Excellent interpersonal, organizational, problem-solving, decision-making and communication skills.
  • Computer literate in all relevant technologies within the Community and Social Services Division.
  • Ability to work flexible hours including some evenings and weekends depending upon the needs of the families and communities.
  • Ensure the highest level of professional standards are met and maintained.

Summary of Position Responsibilities:

Activity 1: Policy and Legislation Guidance (approximately 65%)

  • Perform the responsibilities of the position within the legislative and regulatory standards set out in the applicable Provincial and Municipal Acts. Perform the responsibilities of the position consistent with the operational policies of the United Counties of Leeds and Grenville.
  • Identify, review, research and analyze data activities and trends internal to the division and within the community (i.e. labour market trends, population demographics, etc.).
  • Recommend policies and procedures appropriate for meeting program goals and customer needs that support quality assurance, program integrity and accountability.
  • Ensure policies are congruent with relevant legislative authority.
  • Act in a consultative and advisory role for staff in the interpretation of applicable legislation.
  • Work in conjunction and collaboration with the team and the managers to identify and recommend appropriate policy development.
  • Make recommendations to the Manager on the need for further policy development, training, program changes, trends, improvements to initiatives of management.
  • As directed by the Manager, develop necessary program agreements and monitor for compliance.
  • Assist in the development of policies and processes that will support new initiatives.

Activity 2: Budgetary and Legislative Auditing (approximately 25%)

  • Review budgets and financial statements for accuracy and adherence to program and service agreements.
  • Recommend audit plans, process and establish time objectives and time frames.
  • Conduct operational reviews and internal file audits to determine compliance with legislation, consistency in application of policy and effectiveness of program delivery. Develop systems for ongoing monitoring and follow-up as part of the audit process.
  • Prepare reports of findings and make recommendations for corrective action.
  • Analyze and interpret financial data and prepare financial and analytical reports.
  • Research and develop audit tools and processes that are program specific.
  • As part of an integrated, specialized team, work under the leadership and direction of the Department Manager to conduct regular program audits and evaluations within the division, and to service providers funded by the United Counties of Leeds and Grenville.

Activity 3: Collaboration (approximately 10%)

  • Coordinate with the various departments and external stakeholders to facilitate and monitor the implementation of program agreements policies and procedures.
  • Assist in the evaluation of the impacts across departments, the division and the community.
  • Provide support to Community and Social Services programs as required.
  • Maintain an ongoing working relationship with internal and external stakeholders.
  • Identify any potential risks to the organization and community.
  • Represent the United Counties of Leeds and Grenville in the community through involvement on committees, task forces, etc.
  • Other related duties, as requested and required.
