Please note: PBC Solutions is Headquartered in Saanichton, BC (a suburb of Victoria) and also has offices in Burnaby. We operate in a hybrid in-person and virtual environment and the successful candidate must be based on southern Vancouver Island (preferred) or in the Lower Mainland, with regular office presence required, and ability to travel regularly between the two locations.

Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work, and this role will support this business growth.

Position Summary

Reporting to the President of PBC Solutions, the SVP, Operations leads the Operations teams (Business Operations, Information Management & Information Technology, Information Management & Reporting) toward achieving high performance, service excellence and efficiencies, in a manner that aligns with the organization’s mission, vision, values and guiding principles. As the most senior operations executive in the organization, the SVP, Operations oversees the achievement of desired outcomes and key performance indicators (KPIs) included in our Vested® agreement with the Ministry of Health and the development of operational strategic planning and objective setting, which fosters a culture of operational excellence, innovation and continuous improvement, in a creative, collaborative and solution-oriented environment. As People leader of a large team (300+ employees and subcontractors), the SVP Operations promotes employee engagement and performance in line with organizational strategies and intended behaviours.

Primary Duties

  • In collaboration with the President, the incumbent leads the Operations and Services function of the organization in accordance with the organization’s mission, vision, and values.
  • Aligned with organizational and client objectives, the incumbent advances operational strategies and models that support the achievement of operational efficiencies and service enhancements.
  • Develops direct reports (AVP and Director) in a way that ensures their capacity to grow and successfully lead their teams in an efficient, effective, and collaborative manner.
  • Identifies opportunities for continuous improvement and ensures the Operations teams bring forward and implement ideas and solutions that improve efficiency and service levels, leveraging best industry practice (including with the parent company Pacific Blue Cross) and technological advancement (e.g., AI).
  • Fosters collaborative relationships across the organization and with external stakeholders, engages in qualified opportunities for service improvements, new business development and growth.
  • Oversees and monitors achievements of strategic goals, desired outcomes and KPIs, and proactively addresses concerns including directing corrective actions, to ensure achievement of objectives.
  • Ensures ongoing two-way communication with client(s) to preserve a cooperative and collaborative working relationship based on mutual trust and respect, in line with our Vested relationship.
  • Acts as a change agent, to stimulate, facilitate and coordinate operational changes that further the achievement of desired outcomes, KPIs and continuous improvement activities.
  • Leverages organizational cross-functional expertise and functions to further the achievement of operational objectives.

Required Education and Experience

  • 12+ years of related experience at AVP or VP level in a similarly complex, growth-oriented organization, preferably in Operations and/or Information Technology and in an insurance and/or business process outsourcing environment.
  • Demonstrated experience leading large teams and major transformation.
  • University Undergraduate degree in Business or a related discipline. Graduate degree preferred.

Knowledge, Skills, and Abilities

  • Demonstrated leadership, coaching skills, and capability to develop direct reports.
  • Demonstrated operational leadership including leading people and teams in a unionized environment.
  • Solid communication, listening and oral presentation skills.
  • Proven relationship building skills.
  • Strong financial acumen, ability to effectively manage a complex and significant budget and achieve efficiencies.
  • Demonstrated leadership using data analytical skills to drive innovation and improvement.
  • Experience with SAFe Agile or similar approach.
  • Adaptability to changing priorities and evolving circumstances.
  • Ability to engage with client(s) in a Vested relationship to ensure clear and consistent two-way communication.
  • Demonstrated analytical and logical thinking, sound judgement skills with the ability to engage necessary resources to solve complex problems.
  • Ability to effectively plan, prioritize and follow through in a timely manner and with anticipation of potential roadblocks.
  • Ability to persuade, negotiate and gain consensus across a diverse group of stakeholders.
  • Ability to foster employee engagement and performance.

We offer market competitive total compensation, including an annual incentive bonus plan and market-based salaries. The base salary range for this position is $215,000 - $260,000 annually. Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
