The Labrador North Chamber of Commerce is seeking a strategic and collaborative leader to serve as Manager of the Business Liaison Office for the Upper Lake Melville region. This role will be central to preparing the region for upcoming large-scale developments, including the Gull Island hydroelectric project, under the broader context of the new Upper Churchill agreement.
WHAT YOU'LL DO
Reporting to the Labrador North Chamber of Commerce Chief Executive Officer (CEO) and a multi-stakeholder Regional Advisory Board, the Manager will lead the coordination of stakeholders, development of strategic initiatives, and execution of activities that position Labrador businesses to benefit from these developments while mitigating associated risks.
As the individual responsible for coordinating regional readiness and response to major project development, the Manager will utilize their leadership, relationship-building, and strategic planning skills to engage a broad range of stakeholders, foster inclusive dialogue, and ensure that the voices of local communities, businesses, and equity-deserving groups are heard and reflected - helping to position them to benefit from these transformative opportunities in a meaningful way.
This is a unique and fulfilling opportunity to play a pivotal role in shaping the future of economic development in Upper Lake Melville. As the Manager of the Business Liaison Office, you will be instrumental in ensuring Labradorians and Labrador-based businesses are positioned to benefit from generational development opportunities—while also addressing challenges in workforce readiness, housing, and infrastructure.
Key Responsibilities
Stakeholder Engagement & Relationship Management:
- Work closely with Indigenous partners, municipalities, businesses and community organizations to foster meaningful relationships and ensure community voices are heard.
Industry & Government Collaboration:
- Collaborate with NL Hydro, Hydro-Québec, and local employers to assess labour demands, training needs, and procurement opportunities related to the Gull Island project;
- Review and develop a response strategy to the recommendations of the Lower Churchill Project Joint Review Panel and the Muskrat Falls Inquiry Final Report.
Data Analysis & Strategic Planning:
- Gather and analyze baseline data to identify pre-project conditions - including infrastructure needs and support requirements, to inform planning and decision-making;
- Facilitate the development of a comprehensive report outlining the impacts of Gull Island development, including comparisons of pre and post-project baselines.
Research & Reporting:
- Lead the development of studies, reports, and resources relating to regional infrastructure gaps, workforce development, training capacity, and hiring projections.
Operational Leadership in Workplace Experience & People Management:
- Provide leadership and support to staff while promoting a respectful, inclusive workplace, ensuring alignment with LNCC policies, and maintaining a safe, functional office environment.
Other:
- Support the daily operations of the LNCC as required;
- Represent the LNCC at various relevant events and conferences.
WHAT YOU'LL BRING
Education & Experience
- Post-secondary education in business administration, public relations, community development, or a related field;
- Minimum 5 years of progressive experience in stakeholder engagement, project management, or economic and community development;
- Experience managing multi-stakeholder initiatives and facilitating community-based strategic planning;
- Budget management experience is preferred.
Skills & Competencies
- Proven leadership and relationship-building skills across diverse stakeholders;
- Strong operational mindset with the ability to work independently;
- Effective communicator with executives and senior leadership;
- Excellent written, verbal, and presentation skills (bilingualism in English/French an asset);
- Strong analytical and research abilities to inform decision-making;
- Knowledge of workforce development and regional labour markets;
- Familiarity with regional socio-economic conditions and experience in northern or remote communities (asset);
- Organized, results-driven, and skilled at managing multiple priorities;
- Understanding of operations and facility management;
- Awareness of the histories and needs of Indigenous Peoples and equity-deserving groups;
- Experience leading inclusive, multi-stakeholder engagement initiatives.

- You will work in a small office environment with a supportive and collaborative team.
- This position is based in Happy Valley-Goose Bay, though travel within and outside of the province may be required 1-2 times annually.
