Title: Bid and Contract Manager

Reports to: Managing Director

Based at: 135 Michael Cowpland, Suite 110, Kanata, ON K2M2E9

Job Purpose: The Bid and Contract Manager is responsible for overseeing the end-to-end process of bid development, coordinating with internal stakeholders and managing timelines to ensure that bids are compliant and delivered on schedule.

You will compile, revise, and submit final bid responses for submission. You will create and organize bid tracking documents, as well as maintaining current Bid Response Procedure (BRP) documentation / tutorials to help train new employees & back-up team on established company procedures. You will also be responsible for working closely with the OEM’s and engineering to manage our National Master Standing Offer (NMSO), other Standing Offers (SOs) supply arrangements (SAs) by keeping accurate pricing and maintaining compliant and strategic product offerings.

Key Responsibilities & Accountabilities

  • Bid Management: Identify potential opportunities through client and partner engagement, market research (e.g. monitoring portals for new bid opportunities), analyze tender requests (RFPs, RFIs, RFQs, RSOs, RSA, etc.) and prepare compliant and competitively priced proposals. This includes collaborating with technical experts, finance, and sales to assemble all required documentation, address evaluation criteria, and ensure alignment with organizational strategy.

  • Proposal Development: Draft, review and finalize RFx proposal documents according to company bid response procedures (BRP). This includes coordinating kick-off meetings and bid reviews with the engineering team to ensure full compliance, assigning roles and tracking progress on bid deliverables and compiling the technical and financial documents specified in the RFx.

  • Stakeholder coordination: Collaborate with Sales Executives, Sales Engineers, and Supply Partners to ensure all parties are aligned throughout the bidding and contracting process to deliver competitive customer-focused solutions for our clients. Facilitating internal approvals and stakeholder signoffs.

  • Continuous Improvement: analyze past bids and contracts to identify lessons learned and develop best practices. Work with your manager for the continuous improvement of the proposal process, structure, and format, win strategies, competitive analysis, compliance matrices. Champion best practices and guidelines to ensure the consistent production of high quality, client focused proposals.

  • Contract Management: oversee contract implementation, ensuring all deliverables and obligations are met. This includes managing changes, handling disputes, monitoring performance, and ensuring compliance.

  • Reporting and Documentation: maintain complete records, produce regular updates on bid and contract status, and ensures all documentation is audit ready.

  • Bid Knowledge Management: write and update BRPs, ensuring clarity, consistency, and adherence to company guidelines as well as industry standards and regulations. Manage a comprehensive library of BRP tutorials, ensuring easy access and version control. Train and educate employees on BRPs

Skills & Attributes

  • Bachelor's degree in a relevant field (e.g., Business Administration, English, Communications, Computer Science or any relevant degree or combination of experience)
  • Minimum of 2 years experience in bid management and contract administration - coordinating complex proposals and contracts within a fast-paced, client-driven environment.
  • Minimum 1 year experience in Federal Government procurement process, i.e. RFQ's and RFP responses, working knowledge of Federal Government vehicles (RVD, NMSO, SLSA, PISA, AVSA).
  • Microsoft Office 365 Proficient i.e. Outlook, Excel, Word, PowerPoint essential, SharePoint, OneDrive, Teams.
  • Working knowledge of editing and animation software (Adobe Suite preferred, other editing software experience will also be considered)
  • Strong analytical skills to evaluate RFPs, assess risks, price proposals, and ensure competitiveness.
  • Must work well independently and in team environments. The ability to plan, organize, and manage resources to bring about the successful completion of specific goals and objectives is essential.
  • Must work well under pressure with changing and escalating deadlines. This requires attention to detail, strong organizational skills, and the ability to manage competing deadlines while upholding the highest standards of quality and compliance
  • Must be within commutable distance of National Capital Region and be able to work in-office for minimum three days per week.
  • Have the flexibility to manage demands and prioritize workload with minimum supervision.
  • Being perceptive, cooperative and a quick learner are major assets.
  • Must be eligible for security clearance (PSPC SECRET security cleared asset)
  • Being bilingual is not required but certainly an asset.
