NOTE: Schedule: Normal schedule is from 11 pm-7 am, but must be available to occasionally work on weekdays, evenings, and weekends. As per the CUSSU Collective Agreement this shift is subject to a premium as per Article 24.02.

SCOPE
Reporting to the Operations Manager (LOY), the incumbent acts as a resource person, providing guidance and coaching and training to contracted Campus Safety and Prevention Services (CSPS) personnel. In conformity with established standards, they are responsible for evaluating and assessing the level of effectiveness of the service provided by contracted CSPS personnel. They are also responsible for developing, implementing and maintaining assigned projects.

PRIMARY RESPONSIBILITIES
• Analyze and assess the effectiveness of the service provided by the contracted CSPS personnel regarding the SOP, Code of conduct, policies and directives, etc. Report findings and recommendations to operations managers and service provider.

• Examine and evaluate specific aspects of the CSPS operations such as patrols, service desks, dispatch and communication centers. Recommend changes to CSPS policies, directives and procedures to improve operational effectiveness.

• Ensure the protection of people and property on University premises by taking appropriate operational actions concerning criminal activities and/or safety risks.

• Coordinate, supervise and document CSPS operations for special events such as parties, sporting events, convocations, conferences, guest speakers, government officials, VIP visits. Ensure application of pertinent University policies, procedures, laws and municipal by-laws.

• Respond and monitor Incident Command Posts, evaluate the performance of the security team and ensure the effectiveness of the response in accordance with established policies, plans, procedures and directives; assist as required.

• Monitor and assist during preliminary investigations, ensure the necessary documentation related to incidents are produced in a timely manner and assist Departmental Investigators as required.

• Oversee and support special CSPS operations concerning activities such as demonstrations, strikes, and surveillance.

• Develop, implement and monitor projects to enhance and support operations as assigned by the Operations Manager.

• Participate in internal operation meetings and undertake other activities as required by the Operations manager.

• Participate in the selection, training and coaching of contracted security agents and make recommendations regarding the selection of contracted coordinators and dispatchers.

• Represent Concordia Security in the context of public information campaigns and awareness initiatives. Participate in meetings, conferences, and provide information on topics such as crime prevention, emergency preparedness and fire prevention.

QUALIFICATIONS
• Diploma of Collegial Studies (two-year pre-university DEC) in a field related to the primary responsibilities or a diploma from a recognized Canadian police academy and four to seven years of team leadership work experience in the security or public safety sector or related area.

• Hold a security agent permit in accordance with the Private Security Law in the Province of Québec.

• Certified in First Aid and CPR so as to be a First Responder in emergencies.

• Good knowledge (Intermediate level) of MS Word (able to input and format letters and forms), experience using e-mail and conducting Internet searches.

• Good knowledge (Level 4) of spoken English (to speak with sensitivity and with authority in delicate situations), basic knowledge (Level 3) of written English (to draft short letters), good knowledge (Level 4) of spoken French (to issue instructions and to respond to work-related questions); basic knowledge (Level 3) of written French (to draft short letters/incident reports).

• Valid driver’s license.

• Tact and discretion.

• Demonstrated ability to work under time pressures and under public scrutiny.

• Proven communication and interpersonal skills, with ability to remain calm and defuse potential and actual crises.

• Team player who enjoys coaching others and contributing to the overall success of an operation.

• Have physical ability to frequently lift/carry/move without assistance up to 23 kg (50 lbs.) and occasionally lift/carry/move with assistance up to 34 kg (75 lbs.), attested by successful completion of medical evaluation to the University’s satisfaction.
