Work Location Arrangement: Fully On-site – the position requires 100% on-site placement; it is operationally dependent based on established criteria; remote work is not an option.
Salary: $39.59 – $52.10 per hour (as per ONA collective agreement)

Position summary:

We are currently seeking a highly motivated health professional to contribute to our organizational mission of working with our communities to promote and protect health and prevent disease.

Reporting to the Program Manager, the Public Health Nurse will be responsible for developing, implementing and evaluating Health Protection programs within Public Health Sudbury and Districts. The incumbent will work cooperatively with agency staff, community partners, and individuals to provide the leadership and nursing expertise required for program planning, delivery and evaluation.

The assignment is with the Sexual Health team focusing on planning, implementation, and evaluation of programming to prevent and control sexually transmitted and blood-borne infections (STBBIs) and to promote healthy sexuality practices and safer sexual practices for priority populations, cases and contacts.

Responsibilities:

  • Provides input for the ongoing development of the agency’s philosophy, goals, objectives and program/service activities, and the strategic plan.
  • Represents the agency, division and program on community initiatives committees, communities of practice and coalitions providing consultation and exchange of information through collaborative partnerships.
  • Provides input for the ongoing development of program policies and procedures at the agency, division, program and team level.
  • Supports programs to enhance population health, and promotion of health and client engagement to meet current Ontario Public Health Standards and community context.
  • In consultation with the manager, works with fellow team members to create and implement appropriate, comprehensive health promotion/health protection interventions for a wide variety of audiences utilizing skills in media communications, innovation, intersectoral planning, community relationships (i.e. networks, coalitions, and people with lived and living experience) and provides consultation specific to comprehensive health promotion programs using a variety of theories.
  • Assists with the division’s student placement program and acts as a preceptor for assigned students.
  • Acts as a resource person to the organization and the community.
  • Along with fellow team members, participates in the team-specific orientation for new staff members, students, volunteers, and others, as may be required for the position.
  • Offers guidance and support to volunteers, as appropriate.
  • Participates in division and team in-services.
  • Applies clinical expertise to assess the client’s health status facilitating collaborative planning, implementation and evaluation of agency appropriate nursing interventions.
  • Delivers direct nursing care, health education, counselling and referrals for health-related concerns to ensure case coordination, as required.
  • Maintains documentation records in accordance with the standards of the College of Nurses of agency policy and procedures.
  • Develops diverse written communications including minutes, briefing notes, reports, letters, website content, and other media materials.
  • Reviews, proof-reads, prepares, and delivers essential communications and media content as required.
  • Collaborates with the manager and agency team members on upstream public health initiatives such as healthy public policy within the framework of an approved work plan.
  • Administers prescribed medication in accordance with the standards and guidelines of the College of Nurses of Ontario, following established agency medical directives, and adhering to agency policy and procedures to ensure safe, effective, and authorized medication practices.
  • Conducts clinical procedures (e.g. performs venipuncture, administers biologics, medication and vaccines) in accordance with agency and program expectations and within the scope of practice.
  • Performs case and contact management in accordance with program requirements and in adherence to established guidelines and protocols.
  • Provides supports for the essential responsibilities/duties of fellow public health nurses during their absence to ensure continuity of care and service delivery.
  • Carries out assigned responsibilities in emergency situations or as required to meet operational needs, ensuring responsiveness and flexibility in support of public health objectives.
  • Identifies supplies, equipment and resources necessary to carry out programs in support of the divisional budget preparation process.
  • Performs duties with fiscal responsibility, ensuring efficient use of resources in support of organizational goals in consultation with manager.
  • Participates as directed in enforcement of the Health Protection and Promotion Act.
  • Contributes to the development of program plans and develops, plans, implements, coordinates, monitors and evaluates assigned projects in consultation with the manager and other team members as required.
  • Provides input into the budget process upon request.
  • Administers Emergency First Aid/naloxone, if required.

Requirements:

  • Recognized Bachelor of Science in Nursing or Bachelor of Nursing Degree.
  • Current certificate of competence with the College of Nurses of Ontario.
  • Current CPR level C certification.
  • Current training in the administration of naloxone.
  • Minimum 3 years public health experience preferred. Other nursing experience relevant to the program may be considered.
  • Knowledge of the principles and practices of equity in public health, social determinants of health, comprehensive health promotion, research and epidemiology, principles of population health and community development, and pertinent legislation.
  • Maintains and demonstrates professional competence as a Registered Nurse and accepts responsibility for professional nursing practice in accordance with the College of Nurses Standards of Practice, other relevant legislation and agency policy.
  • Demonstrated ability to utilize the nursing process, including the assessment of the health-related needs of individuals, families, groups and the community, manage time effectively, mobilize and facilitate groups, work both independently and with a team.
  • Minimum 3 years public/community health-based nursing experience (within the last five years) in the area of sexual health promotion, sexually transmitted and blood-borne infections, and harm reduction.
  • Experience working with and providing services to people experiencing mental health challenges, mental illness, substance use, and/or addiction.
  • Knowledge of community and health unit programs, resources, and activities for referral.
  • Knowledge of harm reduction approach, strategies and a strong commitment to supporting the philosophy of service delivery.
  • Knowledge of best practices and guidelines on sexually transmitted and blood-borne infections.
  • Knowledge of group facilitation techniques, media communication strategies, and project coordination.
  • Excellent communication skills, interpersonal skills, flexibility, creativity and problem-solving skills.
  • Demonstrated leadership skills.
  • Advanced writing skills and data analysis skills for the purpose of effective communication.
  • Strong report writing and evidence-informed decision-making skills.
  • Demonstrated computer competence.
  • Advanced oral and written proficiency in English is required.
  • Advanced oral and written proficiency in French is an asset.
  • Satisfactory Police Vulnerable Sector Check (PVSC).
  • Maintains current Ontario driver’s license and has access to a reliable vehicle with agency required insurance in order to fulfill position requirements.
  • Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
