Overview:

Reporting to the Operations Supervisor of HWSTS and under the direction of the General Manager, the successful applicant is responsible for providing student transportation route planning, maintenance, auditing and information services in addition to supporting the functions and initiatives of the Hamilton-Wentworth Student Transportation Services (HWSTS) consortium. Additionally, the successful applicant will be responsible for addressing public inquiries related to transportation policies, determining eligibility, and managing conflicts arising from dissatisfied parties.

PostingDutiesand****Responsibilities:

The Transportation Planner will be responsible for, but not limited to the following:

Route Planning and Data Integrity

  • Plan, optimize and review school bus runs and bus routes to ensure safety and efficiency;
  • Research and develop innovative and cost effective transportation solutions to address the needs of the student population;
  • Determine and implement vehicle requirements based on student numbers, growth trends, special needs, program requirements and Board policies/procedures.
  • Conduct route audits to ensure driver and contract compliance
  • Conduct field studies to determine the safest and most efficient bus stop locations and hazard areas.
  • Develop and maintain school attendance/ transportation boundaries within the Busplanner system in accordance to Board policy
  • On a daily basis, field phone calls from operators, schools, parents, and other stakeholders, making changes to the transportation solution as required
  • Interpret and apply Board policy and procedures with respect to transportation requests/changes
  • Generate reports from the planning software to assist with analysis of KPI and other initiatives;
  • Review bus stops locations, bus run /route sequencing to ensure safety and efficiency are maintained with adherence to Board policy/procedure
  • Perform other duties as assigned.

Communication

  • Liaise with bus companies as required; monitor bus companies for adherence to route plans, Board and consortium policies and procedures;
  • Provide direction to the Operators with regard to the Board's policy;
  • Procedures and emergency protocols when accidents arise involving students;
  • Assist with the development and implementation of transportation policies and procedures, contracts, Ministry surveys, and other reports as required;
  • Respond to inquiries from parent(s)/guardian(s), school staff, and bus operators;
  • Investigate and communicate information with respect to school bus incidents and/or collisions
  • Other duties as assigned

RequiredQualificationsand****Abilities:

  • Post-secondary education in Transportation Planning, GIS or equivalent combination of education and experience
  • working knowledge of routing software program(s) – preference given to experience working with Bus Planner
  • Experience in Transit/Para Transit/School Bus environment would be an asset
  • advanced computer skills (MS Office Suite)
  • ability to effectively manage multiple priorities.

  • strong interpersonal and communication skills
  • superior planning and problem-solving skills
  • excellent map reading skills
  • working knowledge of Ministry of Education and Transportation regulations, Highway Traffic Act, and local/ municipal by-laws of assigned area would be an asset
  • demonstrated initiative and ability to work with minimal supervision
  • Maturity in dealing with confidential information
