About the role

Do you like to analyze data to generate insights, create data visualizations to help communicate meaning, and use data to support decision-making? If so, consider this opportunity with the Analytics Unit of the Ministry of Labour, Training and Skills Development where you will use your skills to lead and support a range of research and analytics projects in support of the Ministry's employment and training programs.

The Ministry of Labour, Immigration, Training and Skills Development's Employment and Training Division contributes to a prosperous and stable economy by delivering integrated employment and training programs and services.

In the Strategic Workforce and Partnerships Branch (SWPB), the Analytics Unit provides rigorous analysis to generate data-driven insights and evidence for program and policy areas. We are a team of data-obsessed analysts who are driven by curiosity to uncover insights and provide recommendations to improve the ministry's employment and training programs.

About the job

In this Research Analyst role you will:

• Conduct and/or lead research, statistical analysis, mapping and reporting on Ontario socioeconomic, demographic and labour market conditions;

• Analyze data from a variety of sources to make comparisons, identify relationships, and determine the trends and implications for employment and training programs;

• Develop a range of analytical reports, maps, datasets, products and tools for staff across the division to support division business planning, program and policy development and to track service trends using the latest analytical tools and techniques;

• Provide analytics advice and prepare a range of reports and briefing materials for use by senior management;

• Liaise with other branches and ministries to discuss research and respond to inquiries;

• Represent the unit/branch/ministry on working groups and committees

What you bring to the team

Specialized Knowledge

• You have knowledge of economics, statistical analysis and research methodologies, data modelling, and quality assurance techniques and practices to produce reports, conduct research projects and assess data models and analyses of socio-economic and demographic trends and issues.

• You can interpret relevant legislation and guidelines and understand trends and critical issues related to employment and training programs and services in Ontario.

Technical Skills

• You have knowledge of and skills in data warehousing and variable definitions, information/database management and business planning and analysis methods, processes, systems and applications to conduct analytics, aggregations, data mining and analysis, evaluate program performance and ensure and assess data accuracy and integrity.

• You have experience using analytics tools and technology (Power BI), statistical modelling and forecasting-specific software (e.g. R, Python, SQL) and knowledge of mapping software tools.

• You have experience using standard computer software (e.g. MS Office).

Project Management, Analytical and Research Skills

• You have project management to plan, lead and coordinate projects and to contribute to multi-disciplinary, cross-ministry project teams.

• You have demonstrated analytical and problem-solving skills to identify key trends and issues, interpret research results and make recommendations.

Communication, Presentation, Consultation and Relationship-Management Skills

• You have effective oral and written communications and presentation skills to respond to information requests, to prepare reports and briefing materials, and to communicate complex data/information in a user-friendly fashion.

• You have consultation and relationship management skills to develop relationships, assess client needs and exchange information.
