Position Summary
Reporting to the Manager, Communications & Engagement Services, the Senior Engagement Advisor provides strategic leadership and oversight for public engagement processes across the County. This role is responsible for developing and executing County-wide engagement strategies, fostering collaboration across departments, and ensuring alignment with corporate objectives. As a trusted senior advisor, this position drives innovative approaches to stakeholder engagement while mentoring junior professionals to enhance public participation, improve decision-making, and foster trust between the County and its residents.
Core Accountabilities
Strategic Stakeholder Engagement
- Lead the development, implementation, and evaluation of multi-channel public engagement strategies that align with County priorities and adhere to International Association of Public Participation (IAP2) standards.
- Oversee and guide complex, high-profile engagement initiatives with broad community, political, and organizational impact.
- Ensure quality control of engagement projects, including identifying and utilizing appropriate tools, for a user-friendly delivery of opportunities, materials, and content.
- Champion innovative engagement methodologies, including leveraging data analytics and emerging technologies, to enhance public participation in engagement activities.
- Develop County-wide engagement policies and frameworks, ensuring consistency, compliance, and best practices across the organization.
- Provide training and capacity-building opportunities for internal staff to enhance engagement expertise across the organization.
Research and Analysis
- Provide in-depth analysis and recommendations to senior leadership and Council on engagement outcomes, public sentiment, and emerging trends to help inform strategic decision-making.
- Participate in the identification of issues and opportunities based on the analysis of quantitative data and qualitative market intelligence from a variety of internal and external sources and formats.
Communication
- Act as a primary liaison between the County and the public, ensuring timely, transparent, and effective communication during engagement processes.
- Deliver high-quality presentations and updates to Council, senior leadership, project teams, and community stakeholders.
Operational Oversight
- Manage budgets for engagement projects, ensuring effective allocation of resources and alignment with strategic priorities.
- Oversee the design and coordination of large-scale public engagement events, workshops, advisory groups, and digital platforms.
- Identify and mitigate risks associated with public engagement initiatives, particularly in politically sensitive or high-stakes contexts.
- Oversee the performance of external vendors and contractors to ensure alignment with County standards and project goals.
- Mentor and coach junior engagement team members, fostering a culture of innovation, excellence, and accountability.
General
- Participate as required in the County’s emergency response plans as a member of the Public Information Officer team.
Position Requirements
Completion of a degree, diploma, or certificate in Communications, Public Administration, Public Relations, or a related field with a minimum of 8-10 years of experience in communications or stakeholder engagement.
- Demonstrated success managing high-profile or politically sensitive engagement projects within government or similarly complex organizations.
- Proven experience with large-scale strategic planning, policy development, and community engagement initiatives.
- Ability to manage competing priorities in high-pressure public facing environments.
- Demonstrated strong strategic thinking and problem-solving skills, with the ability to anticipate challenges and develop effective mitigation strategies.
- Exceptional communication skills; experienced and effective in interacting with both internal and external stakeholders.
- Intermediate level skills in Microsoft Office Suite.
- Completion of IAP2 training and/or CP3 Designation is preferred.
- This position may require working flexible hours, including occasional evenings and weekends.
- Possess a valid class 5 driver’s license.
