The Supply Chain Excellence branch within the Procurement Management Division is seeking a highly strategic and forward-thinking leader to fill the role of Master Data Management and Reporting Lead. Reporting to the Director of Inquiry and Enabling, this Regina-based position will be an integral member of the team supporting the execution of the Supply Chain Management functions within the new Oracle system being implemented.

The Inquiry and Enabling unit includes a team of master data and reporting analysts. The Master Data and Reporting Lead position duties include planning and maintaining master data, preparing reports, resolving data integrity issues, and leading a team to ensure organizational reporting needs are met. The position focuses on improving data management processes, implementing data standards, and acting as a primary escalation point for data integrity within the Inquiry and Enabling unit.

As a Master Data Management and Reporting Lead, you will:

  • Provide leadership to the Master Data and Reporting analyst team consisting of master data analysts and a reporting analyst.
  • Be responsible for planning and maintaining master data, enabling stakeholders to meet data integrity requirements, preparing ad hoc reports, and resolving data integrity issues.
  • Identify data and reporting needs, undertake data management and reporting, and continuously improve the data management and reporting processes to provide the Procurement Management Division with the data that is needed to inform performance tracking, identify efficiency opportunities, and identify opportunities to achieve best-value procurement.
  • Communicate data governance processes out to Inquiry and Enabling, Ministry procurement roles and suppliers to ensure adherence to the process and guidelines around data ownership.
  • Oversight to reporting related to procurement, inventory and asset ledger, ensuring that organizational reporting needs are identified and met in a timely manner; lead continuous improvement of reporting to ensure that it meets evolving business needs; and provide reporting that enables GOS to track against procurement Key Performance Indicators (KPIs).
  • Lead implementation of data standards and effective procurement data setup aligning with ITD data requirements, privacy and policy..
  • Liaise with the business regarding master data requirements such as additional data fields or sources.
  • Identify areas for improvement in data integrity and data processes and quality and develop corrective actions to remedy data or data governance compliance issues identified.
  • Act as the primary point of escalation for master data integrity and processes within Inquiry and Enabling, and for Ministries.
  • Responsible for executing month-end and year-end close procedures, including transaction posting, account reconciliations, accruals, and financial reporting to ensure accurate and timely financial statements. Supports audit preparation, tax compliance, and the finalization of annual financial records.

The ideal candidate will bring:

  • Extensive experience in master data management, reporting, and analytics, preferably in a complex, multi-stakeholder or public sector environment.
  • Skills in using business intelligence and reporting tools such as Power BI, SQL, and Excel.
  • A strong understanding of data governance frameworks, data quality assurance, and data lifecycle management.
  • Familiarity with the processes and requirements of financial year-end activities.

Typically, the knowledge and skills required for this position would be obtained through education and/or experience in business, accounting, data management or procurement-related fields. Experience in Oracle financial/supply chain applications would also be considered an asset.
