The Community Safety and Well-Being Branch of the Ministry of Justice and Attorney General has a challenging opportunity for a dynamic, flexible and highly motivated professional. Reporting to the Manager of Community Partner Services, the successful candidate will develop and provide expertise on the development, implementation, and monitoring of community-based organization (CBO) service agreements, policies, practices, and complete financial assessments to maintain accountability, effectiveness and ensure agreement compliance and program outcomes are meeting ministry needs.

You will support the collection and management of program data through several databases and will be responsible for analyzing, reporting and making recommendations to enhance both data needs and program and policy performance. You will provide assessments of community needs, evidence-based practices, data collection and value for money, requiring complex thinking and problem solving. You will conduct in-depth, independent research and analysis to support and inform program, policy and process development. This includes gathering input from stakeholder groups, environmental and demographic data, and emerging issues or trends that may pose a risk to the Ministry's mandate.

This position provides technical support to the development of community safety and well-being initiatives and program analysis, playing a key role to ensure programs are aligned with broader strategies and objectives. You will be responsible for preparing a variety of written materials, including background information, reports, and correspondence, based on research, to support proposed program, policy or process recommendations and therefore excellent verbal and written communication skills are essential to success in the role.

Primary responsibilities for the positions include:

Contract Compliance:

  • Develop, implement and maintain tracking documents (databases and spreadsheets) for program reports required to meet contract compliance.
  • Collects and analyzes financial reports, statistical information, copies of policies and other documents from CBOs to ensure compliance with requirements in the agreement for services.
  • Develop reporting templates to be used by CBOs to meet reporting requirements which provides relevant and valuable information to the Ministry.

Contract Production/Amendments:

  • Ensures the objectives of program areas regarding amendments to the Agreement for Services are met including meeting established funding standards for efficient turn-around times and contract completion.
  • Oversees contract administration including horizontal management and review with program areas, staff within Community Safety and Well-Being, and external stakeholders.

Financial Assessment:

  • Review and analyze not-for-profit, community-based organization's annual financial statements to identify surpluses/deficits related to the ministry's Agreements for Services. Present and clearly communicate analysis and financial information to Community Program Managers, Assistant Directors, and Directors.
  • Identify and advise Community Program Managers of CBO funding strengths, weaknesses, opportunities and threats to assist in the budget development process.
  • Provides internal consulting direction to Ministry programs on all matters related to appropriate accounting practice and procedure for programs.

Provides assessment of community needs, evidence-based practices, data, and value for money assessment. This includes collecting community level information, defining meaningfulness in data and engaging in complex thinking and problem solving.

Support the Community Safety and Well-Being data needs including managing data within several databases, analyzing, reporting (verbally, visually, and in writing), making recommendations in order to enhance both data needs and program and policy performance.

Conducts independent research and analysis to support and inform program, policy (e.g., operational, strategic) and process development. This is done by determining appropriate sources of information (e.g., internet, surveys), gathering information, analyzing data, and interpreting findings. This includes the input of stakeholder groups, and environmental and demographic data, to identify emerging issues, trends, and risks related to the ministry's mandate.

Prepares a variety of written materials, including background information, reports, correspondence, etc., based on the research to support proposed program/policy options and recommendations (e.g., briefing notes, Cabinet items).

The ideal candidate will have both knowledge of and demonstrated ability in:

  • Transfer agreement management.
  • Systematically searching and assessing statistical, financial and other data to develop informational materials and diverse reports.
  • Creating, formatting, and editing a variety of visually pleasing, clear and presentable documents using various software applications/packages within required/reasonable time frames.
  • Compiling, evaluating, and organizing relevant information to respond to inquiries, produce in-depth documents or reports and make recommendations.
  • Accurately identify relevant needs and issues, concerns and problems, options and appropriately apply policies, agreements, contracts, acts and regulations.
  • Support large and complex, community delivered programs.
  • Identifying, collecting, organizing and assessing relevant data, trends and opportunities, considering a variety of innovative options, then determining and recommending an appropriate course of action; and
  • Accurately interpreting, evaluating and applying appropriate information to make recommendations on policies, process and agreements.

The successful candidate will work closely with a provincial team and will emulate collaborative and integrated attributes. Tact and exceptional interpersonal skills are a pre-requisite for this position.

This position involves occasional travel throughout the province, including northern Saskatchewan. A valid driver's license and the ability to travel is required.

Typically, the knowledge and skills required for this position would be acquired through a bachelor's degree in or an equivalent combination of directly related experience and training combined with a demonstrated ability.
