Job Purpose & Responsibilities
The City of Cold Lake is seeking a qualified individual to fill the position of Municipal Enforcement Team Lead (Supervisor). This is a permanent, full-time position with the Land Use, Planning, Development & Regulatory Services Department.
Reporting to the Land-Use, Planning, Development & Regulatory Services Manager, this position is responsible for:
- Providing oversight, guidance, and direction to Community Peace Officers, Bylaw Officers, Animal Care & Control Centre Staff, and Administrative Support Staff;
- Maintaining public awareness of City bylaws, as well as enforcement of these bylaws, Provincial Statutes and Animal Control within the City;
- Actively supervising and directing the day-to-day operations of the Municipal Enforcement team by providing strong leadership;
- Assisting the Land-Use, Planning, Development and Regulatory Services Manager with developing policies, procedures, and guidelines that support municipal enforcement operations and provide strategic oversight to municipal enforcement operations;
- Conducting patrols within City limits to enforce municipal and provincial infractions and issue verbal and written warnings, violation tickets, or orders to comply when required;
- Reviewing document submissions for court and administrative tribunals, providing quality control and oversight of priorities and investigation records.
Qualifications & Competencies
- Degree or Diploma in a related field, such as law enforcement or public administration
- Minimum of five (5) years’ experience in a leadership position
- Police Officer or Community Peace Officer Level I
- Criminal record Check and Background Security Check. Enhanced Reliability Security Clearance must be maintained
- Strong administrative skills
- Working knowledge and understanding of municipal bylaws, Provincial and Canadian justice systems, laws and statutes
- Demonstrated leadership and excellent interpersonal and conflict resolution skills
- Strong customer service focus, planning, organizational and decision-making skills and a detail-oriented work style
- Exceptional written and verbal communication and presentation skills
- Ability to excel in high-pressure situations, identify opportunities for improvement, and manage change.
