Who you are:

Are you a strategic thinker with leadership qualities and a background in strategic security planning and policy, physical security operations, emergency management or business continuity?

As the Team Leader, Corporate Security you will be responsible for developing, implementing, and overseeing comprehensive security strategies and programs that protect our people, assets, and infrastructure. You will lead a team of security professionals, collaborate with internal and external stakeholders, and ensure compliance with all relevant regulations and best practices.

You are an experienced security professional with a track record of developing and managing comprehensive government security programs. You have a deep understanding of security policies, procedures, and standards, and you excel at ensuring their consistent application across an organization. Your ability to analyze complex security risks and develop effective mitigation strategies makes you a trusted advisor.

You are adept at leading security operations during incidents, coordinating responses, and providing expert guidance during crises. With a strong focus on compliance and regulatory requirements, you ensure that security frameworks align with Canadian government policies and industry best practices.

Your ability to collaborate with internal teams, external law enforcement agencies, and security partners fosters a coordinated and effective approach to security management. You thrive in a dynamic environment, are committed to continuous improvement, and are passionate about fostering a culture of security resilience within the organization.

What you'll do:

Reporting to the Chief Security Officer, you will lead the development and implementation of integrated security strategies that align with the CNSC’s mission. This includes conducting threat and vulnerability assessments, implementing security protocols, and ensuring the protection of personnel, assets, and infrastructure. You will also be responsible for executing the Departmental Security Plan (DSP), ensuring alignment with federal security policies and organizational priorities.

In addition, you will lead emergency management and business continuity planning, ensuring the organization is prepared to respond to and recover from a wide range of incidents. This includes developing emergency response plans, coordinating training and exercises, and ensuring continuity of critical services during disruptions.

A key aspect of this role involves managing protective services for Canadian Nuclear Safety Commission (CNSC) Commission Hearings, ensuring the safety and integrity of these high-profile proceedings.

You will lead a team of security and emergency management professionals, providing strategic direction, training, and performance oversight. Collaboration with internal departments, external agencies, and contracted service providers will be essential to support cross-functional initiatives and foster a culture of safety, resilience, and operational excellence.

Finally, you will represent the security function in interdepartmental working groups and external forums, building strong working relationships with internal stakeholders, law enforcement agencies, and security partners to ensure coordinated responses and knowledge sharing.

Essential Qualifications:

Education:

Bachelor's degree in Administration, Social Science, Public administration, Criminology Computer Science, or a related field.

Language Requirements:

Bilingual imperative with proficiency at CBC level. If you are unsure of your proficiency level, we encourage you to self-assess here

Experience:

  • Extensive experience in developing, implementing, and overseeing security policies and ensure compliance with government security standards

  • Experience in managing comprehensive security programs such as departmental security plans, business continuity, and disaster recovery plans.

  • Experience in managing cross-functional teams, ensuring effective collaboration, with a focus on governance, performance monitoring, and audit readiness.

  • Experience in providing strategic security advice and presentations to management to support decision-making and security policy development.

  • Experience in leading and conducting risk assessments, identifying security vulnerabilities, and developing strategies for threat mitigation and operational resilience.

Knowledge of:

  • In-depth understanding of government security policy frameworks, standards, policies, and relevant legislation (e.g., security frameworks, compliance regulations, and best practices).

  • Knowledge of the emergency management frameworks such as those provided by Public Safety Canada

  • Knowledge of business continuity planning, including risk assessments, and recovery strategies specific to Canadian federal standards.

  • Knowledge of emerging threats and trends in security, including cyber-physical risks

Ability:

  • Ability to build and maintain effective working relationships with internal stakeholders, law enforcement, and security partners to facilitate collaboration and coordinated responses.
  • Ability to communicate in a clear precise manner, advising senior management and government executives on security trends, risks, and emerging threats, providing clear and actionable guidance
  • Ability to collaborate with management on security and risk-related decisions, presenting clear, actionable recommendations to ensure the safety and continuity of business operations.

Asset qualifications:

  • Certification in Security or Risk Management including but not limited to Certified Protection Professional (CPP), Certified Information Security Manager (CISM) or Certified Risk Manager (CRM) would be considered an asset.
  • Certification in business continuity

Operational Needs:

All CNSC staff are subject to the Mobility Directive.
Overtime: Overtime may be required.

Hiring Conditions:

Candidates must meet and maintain the following hiring conditions throughout their employment.

Security: Top Secret

In order to obtain a Top Secret level security level you must be a Canadian citizen
